  1. Appendix C: LOGIC MODELS Abilities designed its Logic Models to achieve the following OVERARCHING OUTCOMES. Each Objective list the Overarching Outcomes it’s targeted to achieve. • The employment rate and earnings for persons with disabilities will increase, including competitive employment and self-employment while maintaining access to affordable health care. • Attitudinal changes result in more people with disabilities seeking and obtaining employment with employers hiring and retaining more people with disabilities. • Transition services and supports improve for young adults and youth with disabilities. • Coordination and collaboration improves among all stakeholders with regard to employment of people with disabilities. • Services and supports better prepare businesses to hire, retain and promote people with disabilities in the workforce. • Coordination of data collection processes are developed tracking employment outcomes and measuring the programs, supports, and services effectiveness. • Proportional representation of New Mexicans with disabilities exists in the workforce. • All populations of persons with disabilities are included in the services delivery system with equal access to services and resources including transportation, childcare, personal assistance and assistive technology.

  2. Logic Model Goal 1 – Objective 1A - Service Delivery Systems: Provide policy evaluation through statistical analysis for current services and support systems for people with disabilities. Recommend necessary changes to legislature and agency Secretaries.

  3. Logic Model Goal 1 – Objective 1B. Database Systems - Coordinate database systems to track individuals with disabilities entering employment programs and achieving positive outcomes.

  4. Logic Model – Goal 1 – Objective 1C. Employment Strategies - Design and implement strategies to expand employment services for people with disabilities into One Stop Centers and New Mexico State government employment initiatives.

  5. Logic Model Goal 1 – Objective 1D. Housing Services - Study housing policies, regulations and procedures; identify limitations within systems; provide recommendations to create improvement strategies for accessible housing for people with disabilities.

  6. Goal 1 – Objective 1E. Transportation Services - Identify transportation services highlighting innovative solutions for both urban and rural transportation. Create an accessible and responsive transportation system that meets the needs of persons with disabilities statewide.

  7. Logic Model-Goal 1-Objective 1F. Assistive Technology: Promote and support Assistive Technology and alternative communication systems for workplace accommodations that include population specific technology

  8. Logic Model-Goal 1-Objective 1G. Specific Population Issues: Develop and implement strategies that more fully integrate individuals with developmental disabilities, behavioral health disabilities and/or substance abuse disorders into existing employment programs

  9. Logic Model-Goal 1-Objective 1H. Funding Strategies: Examine current funding and resource streams for optimal use for all individuals and create position papers for Cabinet Secretaries and Workforce Boards to maximize services for the employment goals of persons with disabilities

  10. Logic Model-Goal 1-Objective 1I. Health Care Policy/Working Disabled Individuals Program Identify insurance gaps and penalties inherent in state health care program’s policy and procedures causing disincentives to people with disabilities returning to or advancing in employment.

  11. Logic Model-Goal 2-Objective 2A. Service Delivery: Investigate systems for disincentives or other barriers that discourage, hinder or prevent individuals with disabilities from obtaining, maintaining or advancing in the workforce. Look at all systems to insure that there is the expectation of employment for all persons with disabilities

  12. Logic Model-Goal 2-Objective 2B. Underrepresented Populations: Establish connections with groups that are under represented, such as Native Americans, Hispanics and African Americans, in the Workforce System to achieve employment outcomes

  13. Logic Model-Goal 2-Objective 2C. Community Work Incentive Coordination: Expand and exchange the current Work Incentive Planning and Assistance Project that includes the services of the Community Work Incentive Coordinators to empower people with disabilities who are receiving Social Security disability benefits to make informed decisions about employment.

  14. Logic Model-Goal 2-Objective 2D. Training for Careers: Study current education and training programs to insure that these programs are accessible and lead to competitive employment or self-employment outcomes at a living wage. Provide recommendations for changes, additions or other system enhancements to appropriate education heads to insure that the disparities identified in current system are eliminated

  15. Logic Model-Goal 2-Objective 2E. Employment Outcomes including Self-Employment: Work with system providers, including small business development centers, to coordinate supports for people with disabilities to obtain or maintain competitive employment or self-employment outcomes

  16. Logic Model-Goal 2-Objective 2F. On-Going Employment Supports: : Establish a system of on going employment supports, including a toll free number, a web site and other resources for consumers with disabilities who are working

  17. Logic Model-Goal 2-Objective 2G. Transitioning Youth with Disabilities: Work with youth, families and schools to strengthen employment services and supports for transitioning youth with disabilities

  18. Logic Model-Goal 2-Objective 2H. TANF Consumers: Increase employment outcomes for TANF consumers with disabilities who want to work by coordinating training, support and placement services with system providers and One Stop Centers

  19. Logic Model-Goal 2-Objective 2I. Veterans with Disabilities: Establish better coordination of employment services and supports programs for veterans with disabilities on a statewide and local level leading to employment outcomes

  20. Logic Model-Goal 2-Objective 2J. Employment Issues: Work with consumer organizations and others to promote people with disabilities as an untapped labor market resource for New Mexico

  21. Logic Model-Goal 2-Objective 2K. Communication and Information: Develop a coordinated outreach system that provides information on services, supports and benefits to individuals with disabilities, employers, state agencies and other service providers on the importance of and the expectation of work.

  22. Logic Model-Goal 3-Objective 3A. Marketing and Outreach: Develop and distribute marketing materials that promote the employment of people with disabilities focusing on business issues and economic development initiatives

  23. Logic Model-Goal 3-Objective 3B. Tax and other Incentives: Work with government systems to streamline access to tax and other incentives available to business that hire people with disabilities.

  24. Logic Model-Goal 3-Objective 3C. Training Programs: Engage and assist state and local Workforce Development Boards, One Stop Centers and other local business organizations in the development of skill training programs. The programs will meet the needs of the local labor market

  25. Logic Model-Goal 3-Objective 3D. Increasing New Mexico’s Labor Force: Develop a coordinated system to assist businesses to locate and hire people with disabilities to meet their workforce needs.

  26. Logic Model-Goal 3-Objective 3E. Disability Specific Training: Design and market training programs for businesses and other employers that are relevant to their specific needs and address their specific concerns when hiring people with disabilities.

  27. Logic Model-Goal 3-Objective 3F. Placement Services: Educate organizations and entities providing placement services for people with disabilities to be cognizant of business/employer needs. Insure placement services are responsible in representing people with disabilities accurately and honor commitments made
