  2. Overview Guaranteeing the living standard of the low-income group has been the concern of the Hong Kong government and various social groups. With the efforts of various parties, the Minimum Wage Bill finally passed its Third Reading. Before the end of August, the Provisional Minimum Wage Commission will present to the government its evaluation of the appropriate minimum pay levels, which are to be determined by the Chief Executive and the Executive Council. The opinions of different sectors of society on whether the minimum wage should be set and on the appropriate minimum pay levels differ. They are also concerned about the impacts brought about by the setting and levels of the minimum wage on both employers and employees, and even on the overall Hong Kong economy and society.
