BACKGROUNG OF ERP • 2005 – Extension Profiling Study conducted • Total No of EO per province • Age, Gender, Race, Position, Education, Qualification, Training, Employment level, years of experience • Extension farmer ratio • Comparative analysis of extension personnel profile against the set norms and standard • Academic qualifications • Skills required • Employment equity (Gender and Race) • Availability of resources Kwelisebe ungena ulila uphume uncumile

  5. Recommendations • Recommendations were made emanating from this study • Recruitment of more extension officers • Improvement on qualifications • Training of extension officers • Soft skills - generic • Hard skills - technical • Supplying EO with ICT Kwelisebe ungena ulila uphume uncumile

  6. 5 PILLARS OF ERP • Ensure accountability and visibility of extension • Promote professionalism and improve image • Re-skilling and orientation of extension • Provision of ICT infrastructure and other resources • Recruitment of personnel over the MTEF. Kwelisebe ungena ulila uphume uncumile

  7. BUDGET • Submission was made to National Treasury • Allocations to the provinces • 2008/09 - R16 828m from CASP Funding • 2009/10 – R29 023m from CASP funding Kwelisebe ungena ulila uphume uncumile

  8. IMPLENTATION • 2008/09 - funding have been used for salary up-grading to address poaching of the staff already in the system • 2009/10 Budget • Business plan – on its final stages • The plan will address the ERP Pillars Kwelisebe ungena ulila uphume uncumile

  9. ACHIEVEMENTS • EQUITABLE SHARE • RECRUITMENT • 163 Extension officers have been recruited • 7 with B.Sc. qualification • 17 with Bachelor of Agriculture • 139 with Diploma • 155 ADTs – Level 6; • 4 scientists – Level 7; • 4 assistant Managers – level 10 Kwelisebe ungena ulila uphume uncumile

ACHIEVEMENTS • ICT • 400 extension equipped with Laptops and 85 have been trained in basic computer literacy • 100 EO equipped with cellphones – multi functional • 20 equipped with 3G cards • GPS • Data loggers (Survey equipment) • Digital cameras • Data projectors Kwelisebe ungena ulila uphume uncumile

Tech • Selection of bursary holders for 2009/10 Kwelisebe ungena ulila uphume uncumile

FUTURE PLANS • Preparations to give officers: • 377 cellphones; • 77 3G cards • 352 cellphones • 55 printers • 8 digital cameras • Uniform – 726 Extension officers awaiting National Policy Framework • Appointment: • 100 interns for extension – appointment letters 1st Feb 2009 • Scientists • Technicians • Transport Kwelisebe ungena ulila uphume uncumile
