  2. The King is Dead……. • Local Government White Paper gives a clue • Use Of Resources • Direction of Travel • Comprehensive Area Assessment (son of CPA) What’s that ? (noise of alarm clock ringing in background)

  3. Wakey Wakey!!! • A real measure of the impact of a range of services on public wellbeing • Not about individual authorities/services • Only real collaboration will deliver this • Wellbeing measured by risk assessment • The biggest cultural change ever (If it comes off)

  4. Local Government Reform • Lyons report- ignored? • Comprehensive Spending Review 07 • Modern Parish Councils “with attitude” • Identify “Areas of concern” • Demise of Districts? Or Counties? • Smaller areas and hot spots • Reallocation of funding

  5. AUDIT COMMISSION • Transition from CPA to CAA April 07 • 07 CPA- no change • 08/09 Transition- a vision • PLACE rather than PROVIDER • Shift from performance assessment • Its all about Risk Assessment • Risk- based assurance

  6. What have we got to build on • LPSA/LAA/Other Partnerships • Easier in single tiers • Old wounds and rivalries • Pan County/Regional bodies find this hard • LAAs are delivering some improvements (not many) • Partnership risk registers • Point the way towards CAA

  7. LAA Challenges • LSP Talking Shops • LAAs consuming resources rather than directing them • Insufficient “Buy in” • No joined up strategies or policies • Come Dancing !

  8. Some big boys did it • No good whinging about failure and blaming partners • They have already blamed you!! • The Audit Commission won’t believe either of you. • And the public don’t care (empty my bins and look after my Gran)

  9. What’s to be done? • Joined up Strategic Thinking • common agendas • Rethink delivery structures • Form follows Function • True partnership • Don’t strangle good ideas with process and politics • Barbecue the Sacred Cow • Or you WILL FAIL • Get out of the sandpit and share your toys!

  10. How do we do it ? • What is an area - Who cares ? • Local People must identify with it whatever it is • What should life be like ? • What are the standards ? • Sets our aspirations for communities (What do they think?)

  11. Life in the new world • Regional Assemblies • Fewer local authorities • More local power • Adapt or die? • What part does risk management play here?

  12. Audit Commission- transition from CPA to CAA • Relevant to the quality of life of local people • Area and outcome focused • Constructive and forward-looking • Joint and Participative • Assessed on areas, not individual performances!!!

  13. What are we trying to measure ? • What are the risks of expectations not being met ? • Could it get worse ? • What are the control measures ? • Do they work ? • Can they be improved ? • Recognise the lingo ?

  14. Enter the Risk Manager • Best placed to guide the process • Drive neighbourhood risk assessments • Prioritise risks • Allocate resources • Community, Neighbourhood and area risk assessment • Light blue touchpaper and stand at least two Counties well back !!

  15. Does it Work ? • Performance Management will evaluate the effectiveness of control measures • Effective control measures reduce risk • Reduced risk makes everyone’s lives better • Big Tick in the Box (well done have a beer!!)

  16. Challenges • Public perception of residual risk • Limited Resources • Political interface unmanageable • No clear strategy • Threat to strategic services • Governance Arrangements • Measuring Outcomes • ARE YOU UP TO THIS (and if you are will anyone listen to you) ?

  17. Why Bother ? • This is just too hard and I retire soon • Funding mechanism is changing to mirror this approach (if you don’t play you starve) • Parochial arguments will be discounted • This is real risk management • Stop people dying • Reduce crime • Improve education • Change peoples lives

  18. Get Busy • Area Risk Assessments • Partnership Risk Registers • Common Standards • Form your own partnerships • Analyse performance measures and risk controls • Agree Risk Ownership • Speak to your Auditors
