  3. Objective • At the end of this module, participants will be familiar with SSP implementation plan

  4. Contents • SSP – Two considerations • SSP gap analysis • SSP implementation plan • SSP phased approach • The three phases of the SSP implementation plan • SSP implementation – Summary • Questions

  5. SSP – Two considerations • The implementation of an SSP is commensurate with the size and complexity of the State’s aviation system • It may require coordination among multiple authorities responsible for individual element functions in the State

  6. State – Wearing two hats? • When the State is responsible for the provision of specific services (e.g. aerodromes, air navigation services, etc.) the organization providing the service should develop and implement an SMS

  7. SSP gap analysis • The gap analysis allows the State to assess the existence and maturity within the State of the elements of an SSP Guidance in Appendix 3 to Chapter 11 of the SMM • Once the gap analysis is completed and documented, the components/elements identified as missing or deficient will form, together with those already existing or effective, the basis of the SSP implementation plan

  8. SSP implementation plan • A “flight plan” that guides the development of the SSP • The plan allows States to • identify those tasks underlying the strategy leading to the implementation of the SSP • coordinate the activities by the various State aviation organizations under the SSP in support of the implementation plan

  9. Why a phased approach to SSP? • To manage the workload associated with the implementation of the SSP • To prevent the “compliance by ticking boxes” • Three implementation phases are proposed based on • the results of the gap analysis • the sequential application of the different components and elements of the SSP framework

  10. Why a phased approach to SSP? • Three implementation phases are proposed based on • the results of the gap analysis • the sequential application of the different components and elements of the SSP framework

  11. The SSP framework in a phased approach • State safety policy and objectives • 1.1 State safety legislative framework • 1.2 State safety responsibilities and accountabilities • 1.3 Accident and incident investigation • 1.4 Enforcement policy • State safety risk management • 2.1 Safety requirements for service providers SMS • 2.2 Agreement on service providers safety performance • State safety assurance • 3.1 Safety oversight • 3.2 Safety data collection, analysis and exchange • 3.3 Safety data driven targeting of oversight on areas of greater concern or need • State safety promotion • 4.1 Internal training, communication and dissemination of safety information • 4.2 External training, communication and dissemination of safety information

  12. SSP implementation plan – Phase I Initial SSP • Plan and draft • State Safety Policy • SSP implementation team • Assign responsibilities … • Coordination with other…

  13. SSP implementation plan – Phase I Identify the Accountable Executive for the State SSP Element 1.2 (Module 4) Establish a national-level group to develop the SSP implementation plan and ensure the coordinated participation of other related organizations to the SSP Element 1.2 (Module 4) Develop, implement and communicate a State safety policy Elements 1.2 and 4.1 (Module 4) Identify, define and document the requirements, responsibilities and accountabilities regarding the establishment and maintenance of the SSP Elements 1.2 and 3.2 (Module 4)

  14. SSP implementation plan – Phase I Review, develop and promulgate, as necessary, a national safety legislative framework and specific regulations Element 1.1 (Module 4) Develop and establish the mechanisms to ensure an independent accident and incident investigation process Element 1.3 (Module 4) Schedule initial training to Introduce all staff to SSP concepts Element 4.1 (Module 4) Develop a training programme on key components of an SSP and SMS for the staff members according to their involvement within the SSP Element 4.1 (Modules 4 and 7)

  15. SSP implementation plan – Phase I Develop an SMS regulatory framework and related advisory circulars Element 2.1 (Module 4) Develop and promulgate an enforcement policy for service providers operating under an SMS environment Element 1.4 (Module 4) Establisha timeframe to periodically review the requirements and specific operating regulations Element 2.1 (Module 4) Develop and establish the State safety library Element 3.2 (Module 4)

  16. SSP implementation plan – Phase I Establish means to communicate the safety related information internally and externally Element 4.1 (Module 4) Others Element XX (Module X) ... Element XX (Module X) ... Element XX (Module X)

  17. SSP implementation plan – Phase I Milestones (examples) Deliverables (examples) • Identification of the Accountable Executive • Draft proposal of safety policy • Lines of safety responsibility and accountability established • Proposal of SSP organizational structure approved • Budget for SSP processes approved • Guidance material on implementation of SMS distributed to service providers • State safety legislative framework promulgated • State safety responsibilities and accountabilities established, documented and published • State safety and enforcement policies signed by Accountable Executive • Independent accident and incident investigation process established • SMS regulations promulgated • State newsletter and bulletins developed

  18. SSP implementation plan – Phase II Initial SSP • Collect and evaluate • Selection of safety indicators (initial ALoS) • Confidential reporting systems … • Acceptance on service providers ‘SMS … • Inspections, audits, surveys …

  19. SSP implementation plan – Phase II Initial selection of safety indicators Element 3.2 (Module 5) Initial selection of safety targets Element 3.2 (Module 5) Define values for safety indicators Element 3.2 (Module 5) Define values for safety targets Element 3.2 (Module 5)
