Insitutional responsibility • MMP  Responsibility of BoWRD since 2009 • Counterparts assigned 2009 • Counterparts trained 2010 • Budget allocated 2011 and idenpendently operational • Operative to some extent – but not providing timely data • Subwatershed Monitoring Programme  MoWE HD • Subwatersheds identified, measured, design and procurement plan drawn up in 2009-2010 • Capacity weak in HD, little staff  TaSBO in 2012 • Two basic stations set-up in 2012 • TaSBO capable to continue and increase monitoring efforts

  3. Number of observations and samples in MMP 2009 – 2012 Significant hydrological database (HYDATA) currently housed at BoWRD Proposal: Move the database management to TaSBO in 2013 Data is being used for water balance calculations, further use for precipitation – runoff modeling

  4. Crest stage results • Promising preliminary results from MMP stations • More crest stage gauges have been procured through NPCU • Proposal: Suitable river sections to be identified with help of TB WME WRMA in 2013

Challenges – MMP institutionalisation • BoWRD capacitated to carry out routine operations, but entering of data and QA not done timely • Weak capacity for supervision and data analyses • Maintenance failed in 2012 and severely delayed in 2013 • Non-willingness to increase payments with increased workload  decrease in data quality and drop-out of stations in 2013. • Conclusion: Routine operations integrated in BoWRD work, but the work is not carried out efficiently.

Recommendation and Proposal • Move MMP routine operations to TaSBO in 2013 • Simultaneously transfer one counterpart from BoWRD to TaSBO • Transfer one pick-up from NPCU to TaSBO until the procurement for TaSBO has been finalised (1 pick-up for TaSBO, 4 for ABA, 1 for BeSBO, 1 for Lekemt, expected in rainy season 2013) • Reduction of nr of MMP stations after rainy season 2009-2013 (best operating stations kept).

Way forward – Subwatershed Stations • Road construction through TBIWRDP canceled • Continuation of Baskura and Enkulal? • Baskura at a critical location – upstream of Ribb Dam -short road required only – alternative financing? • Zefie outlet - A1 priority station but currently completely out of reach

Way forward – Subwatershed Stations • The complete cableway equipments for subwatershed stations have been procured through NPCU in 2012 • Equipment procrement for TB hydrometric network is in progress (15.4.2013) – evaluation of tenders will take place third week May. • Way forward – integrate planning and pool equipment to serve overall TB hydrological • Recommendation: Identify alternative (priority) stations in Tana or Beles watersheds during rainy season – accessible throughout the year • Arrange a training course with the manufacturer in early dry season to build a model SEBA station.
