UNFCCC decisions on REDD+, reporting and MRV IPCC guidelines on estimating emissions and removals of GHG, Countries: implementation, specifically national forest monitoring and MRV Implementing Programmes (UNREDD and FCPF …) Support to Countries GFOI provide a platform for coordinating observations: provide assistance and guidance on utilising observations Roles & responsibilities

GFOI and Space Data Services GFOI aims to complement existing support to countries by coordinating with FAO, World Bank and others to ensure the the sustained availability and use of satellite and ground observations Responsibilities for GFOI Space Data Services are spilt amongst: GFOI Project Office SDCG Data Supply Agencies UNREDD and FCPF National GFOI Contacts

  10. Roles & responsibilities: GFOI project office 1st point of contact for governments responsible for establishing relevant points of contact and agencies for aspiring countries. These contacts should be agencies implementing REDD+ (e.g. involved in UNREDD or FCPF) Promotion of GFOI capabilities, deliverables and services Keeping UNREDD,  FAO and World Bank appraised of our country relationships and activities Promoting uptake of the MGD Promoting needed R&D Ensuring linkages between MGD and R&D to the space data services and SDCG Enabling cooperation between GFOI, FAO and WB

Roles & responsibilities: SDCG Educate and inform about details of GFOI space data services Support countries in developing their space data needs assessments and the establishment of requirements Broker connections between countries (via GFOI office) and appropriate data supply agencies Coordinate supply of GFOI space data services Support Norway/FAO data financing mechanism through DMB role and through data assessment support Oversee and report on progress towards the different elements of the space data strategy for GFOI

Roles & responsibilities: Data supply agencies Provision of satellite data Support data financing mechanism as needed through supply of data Execution of some of the GFOI space data services Support to national needs assessments through archive characterisation etc. (as part of GFOI space data services)

Roles & responsibilities: UN-REDD & FCPF In-country support relating to data uptake and use by national forest monitoring and MRV Cooperate with GFOI over capacity building, use of MGD and R&D needs Evaluation support for data financing mechanism Liaison with data supply agencies and SDCG around application of GFOI space data services in country

Roles & responsibilities: National GFOI Contacts Confirmed national responsibility for MRV and forest carbon accounting Provide national needs assessments for GFOI space Data Services, assisted by SDCG Ensure supplied data are needed and used for national forest monitoring and MGD First-line contact for the project office

GFOI Deliverables • MGD • Currently out for review (until 15 September) • Version 1 by January 2014 • … • R&D • Review of R&D needs by November 2013 • Basis for R&D programme • Funding uncertain, GFOI office will promote this to potential funders • Capacity Building • On-going. • Working towards closer collaboration with FAO and World bank (shared schedule etc.)

  17. Country experience • Operational scenario must play to strengths and reflect capacities • Stamp-collecting countries by GFOI is not an option • Each country must be well tended and supported on its journey

  20. CEOS Data Strategy for GFOI • Element 1: A baseline, coordinated global data acquisition strategy involving a number of ‘core data streams’ that can be used free-of-charge for GFOI purposes. This will involve systematic and sustained wall-to-wall acquisitions of forested areas globally • Element 2: A coordinated strategy for national data acquisitions • Element 3: Data supply in support of the FCT activities, including in support of: the science studies assisting the development and evolution of the GEO-branded methods and protocol documents for GFOI

Element 2 • Global baseline is a statement of capability • Element 2 requires national needs of individual governments to be explored and coverage to be guaranteed in detail • Take account of readiness and existing activities – strategy may be modified if readiness not confirmed • Engagement of relevant institutions in-country • Establish supply channels and arrangements • Practical data coverage strategy and detailed plan for the immediate year ahead • Identify role for non-core data streams, engage suppliers

Element 2 strategy paper • SIT 28-7: SDCG to develop Element 2 of the CEOS Data Strategy for GFOI and to work drafts with relevant data stream providers to support future endorsement by SIT for implementation [SIT-29, Apr 2014] • SDCG Exec have worked a draft (now v0-3) paper as the basis for characterisation and agreement of Element 2 • Using GFOI Space Data Services (for countries) as preferred terminology

Methods and Guidance Reference (MGR) • For use: • in developing national forest monitoring systems consistent with UNFCCC decisions • In capacity building by the UN and other organisations • to facilitate liaison between relevant agencies.  • Intended to be accessible both to policy and technical audiences.
