  2. Purpose Provide an update on the implementation of the Master Water Supply Plan (approved March 2010) • Legislative update • Current and future projects • Report to Legislature outline

  3. 2010 Legislative Session • $400,000 from Clean Water Fund – FY 11 • Specific projects required • Plume mapping • Glacial aquifer mapping • Stormwater Reuse • Seminary Fen and Valley Branch Trout Stream • Expanded Advisory Committee • Wright, Sherburne, Isanti and Chisago Counties • Report to Legislature on outcomes required • January 15, 2011

  4. 2011 Water Supply Initiative • $1,000,000 from Clean Water Fund – FY 12/13 • Part of state agency package • Supported by Clean Water Council recommendations

Plan Implementation • DNR appropriation permit and water supply approvals consistent with Master Plan • Local and regional technical studies • Surface water and groundwater interaction • Coordinated water supply and wastewater planning • Aquifer vulnerability* • Water re-use* and conservation • Natural resource protection* *Legislative requirement

  6. Surface and Groundwater Interaction Over 100,000 surface waters analyzed: 52% are disconnected from the regional groundwater system 30% recharge aquifers 16% receive and discharge groundwater 2% are supported by upwelling groundwater

  7. East Bethel Purpose: Align water supply planning and sewer service expansion • Evaluate land use, water, and sewer planning • Develop a local groundwater flow model • Recommend targeted data collection to verify model predictions of surface water and municipal well impacts

  8. Plume Mapping* Purpose: Create map library of known groundwater contaminant plumes • Inform land use and water supply planning • Stormwater infiltration BMPs • Well siting • Site prioritization: • High growth communities • Vulnerable drinking water supply management areas • Pilot project area to demonstrate value to planning • *Legislative requirement

Aquifer Vulnerability* Purpose: Metro-wide map of glacial sediment vertical permeability (informs recharge rate and flow paths) • Synthesize multiple MDH & DNR methods used to evaluate aquifer vulnerability • Incorporate new data: • Geologic mapping of glacial materials • Hydrogeochemical database • Contaminant plume information • *Legislative requirement

Stormwater Reuse* Purpose: Develop plans for stormwater re-use in metro communities • Reduce demands on drinking water supplies • Reduce mass loading of pollutants to surface water • Provide guidelines for communities • Collection, treatment, storage, and distribution options • Capital and O&M cost estimates • Matrix-type comparison/feasibility assessment tools • Conceptual plans • *Legislative requirement

Water ConservationProgram Evaluation* Purpose: Methodology to evaluate potential savings to cities and customers from water conservation programs • Deliverables • Inventory of water conservation programs appropriate for the Twin Cities metropolitan area • Tool to evaluate how selected conservation programs affect future water demand • Tool to develop a rate structure that generates adequate O & M revenue while achieving conservation • *Legislative requirement

Seminary Fen* Purpose: Protect Seminary Fen while meeting projected water demand • Work group established – Chanhassen, Chaska, DNR, Lower Minnesota Watershed District, Carver County • Activities • Assemble existing data and information • Evaluate adequacy of current monitoring • Characterize hydrology • Develop management objectives and criteria • *Legislative requirement

Valley Branch Trout Stream* Purpose: Protect Valley Branch Trout Stream • Woodbury monitoring wells and stream • Woodbury and Cottage Grove have initiated discussions about reuse of remediation pump-out water • Comprehensive management plan may be most effective approach • *Legislative requirement

  14. Future Projects • Evaluation of water use and conservation effectiveness • Local assessments • Western Scott County • Northeast Metro • Water quality impacts of stormwater infiltration • Metro Model recalibration and scenario development
