  4. Dr. Creg E. Williams, Superintendent Function: To provide leadership in developing and maintaining the best possible educational programs and services.

  5. Dr. CregE. Williams, Superintendent Attends and participates in all meetings of the Board and its committees, except when own employment or salary is under consideration. Advises the Board on the need for new and/or revised policies and sees that all policies of the Board are implemented. Prepares the annual operating budget recommendations and implements the Board approved budget. In cooperation with the Business Manager, shall prepare an annual budget showing appropriations necessary to meet the estimated needs of the ensuing school year, and submit the same to the Board of Education for inspection at the regular July meeting and for approval at the regular or at a special meeting in August. Informs and advises the Board about the programs, practices, and problems of the schools, and keeps the Board informed of the activities operating under the Board's authority. Secures and nominates for employment the best qualified and most competent teachers and supervisory and administrative personnel. Shall prepare information and recommendations and submit same to the Board of Education 96 hours before each meeting. Shall be responsible for developing the job descriptions in all other job categories in District 215. Assigns and transfers employees as the interest of the District may dictate, and reports such action to the Board for information and record Reports to the Board the case of any employee whose service is unsatisfactory and recommends appropriate action. Holds such meetings of teachers and other employees as necessary for the discussion of matters concerning the improvement and welfare of the schools. Keeps the public informed about modern educational practices, educational trends, and the policies, practices, and problems in the District's schools. Delegates at own discretion to other employees of the Board the exercise of any powers or the discharge or any duties with the knowledge that the delegation of power or duty does not relieve the Superintendent of final responsibility for the action taken under such delegation. Keeps informed of modern educational thoughts and practices by advanced study, by visiting school systems elsewhere, by attending educational conferences, and by other appropriate means, and keeps the Board informed of trends in education. Studies and revises, together with the staff, all curriculum guides and courses of study, on a continuing basis. Makes recommendations with reference to the location and size of new school sites and of additions to existing sites; the location and size of new buildings on school sites; the plans for new school buildings; all appropriations for sites and buildings; and improvements, alterations, and changes in the buildings and equipment of the District.

Prepares federal, state, county, and other forms as assigned by the Superintendent. Maintains the master file of all matters related to the operation of the school district. Engages in communications involving general correspondence, meeting notices, memos, letters to staff members, letters relating to the Board of Education action, letters to legislators and Offices of Education and Educational Service Regions. Processes materials associated with the establishment of student residency. Notarizes necessary documents. Takes and transcribes proceedings of meetings of the Board of Education, including correspondence, reports, notices, policies, recommendations, the Union agreement, etc., pertaining to the Board of Education. Obtains, gathers, and organizes pertinent data as needed, and puts it into usable form. Maintains a regular filing system as well as permanent record of the proceedings of the Board of Education. Places and receives telephone calls and records messages. Maintains a schedule of meetings of the Illinois Association of School Boards and National Association of School Boards, and makes reservations for Members of the Board of Education for the various meeting. Prepares public notices regarding Board meetings, committee meetings, and other hearings. Performs other duties related to Board and District, including the election with regard to absentee voting, etc. Delivers Board materials whenever necessary, as well as before each Board meeting. Receives all material in regards to building usage. Performs such other tasks as may from time to time be assigned by the Superintendent.

  9. Charles DiMartino, Director of Finance Function: To administer the business affairs of the District in such a way as to provide the best possible education services with the financial resources available.

  10. Charles DiMartino, Director of Finance Assumes responsibility for budget development and long-range financial planning, handling of all funds, accounting and reporting procedures. Provides the Board of Education statements showing the status of each appropriation item and such other statements as may from time to time be deemed necessary to show the financial condition of the District. Manages the District's real estate and insurance program. Assumes responsibility for developing methods of handling money within the schools, cafeteria services, and book store. Purchases all supplies and equipment in accordance with the prescribed purchasing policies of the District. Assists in recruiting, screening, hiring, assigning, supervising and evaluating personnel for positions in clerical, maintenance, food service, bookstore, business office, and transportation. Establishes a system of inventory for all school property and supplies, and submits the inventory of all property to the Board annually. Manages all electronic transmission of reports and claims related to financial obligations of the district. Assists in the development of long-range facility planning. Acts as treasurer and supervises all student activity funds. Administers the payroll program. Supervises the activities of the Coordinator of Food Services and Purchasing. Acts as the authorized agent for IMRF. Submits to the Board all bills and invoices certified for payment. Develops and maintains specifications for the transportation program of the District and supervises transportation services as established. Monitors and ensures the implementation of contractual agreements for all employee groups and prepares the documents for the same. Coordinates preparation of specifications and bid documents related to renovation, remodeling, and new construction. Prepares and administers the maintenance budget, operation of plant, and other program budget. Performs such other duties as may from time to time be assigned. Monitors financial disposition of all district grants. Develops and oversees the audit process for all district accounts. Reviews all district contracts for services and purchases. Responsible for the preparation of the monthly financial document for Board of Education approval.

  11. Janice Opitz, Senior Accountant Function: To provide the District with an internal auditing system and prepare accounting functions for Student Activities Accounts, the Business Office, and School Bookstores.

Janice Opitz, Senior Accountant Evaluates and examines policies and procedures for: • Bookstores • Athletic, Activities • Activity Accounts • Summer Camps Responsible for the payment of all goods and services that are purchased by the Student Activity Accounts. Prepares the bank reconciliation for the Student Activity Accounts. Balances all individual club accounts within the Student Activity funds. Provides the Activity Director and each individual Activity Sponsor a monthly income statement. Handles balancing and payment of all Summer Camp accounts. Authorizes payment of food service invoices. Places weekly food orders for all campus facilities. Prepares and maintain records of monthly claims for reimbursement from state and federal funds. Provides audits on financial records kept by Personnel, Bookstore, Athletics, and Activities accounts. Assists the Director of Finance with the preparation of the annual budget.

  13. Doug Edwards, Accountant Function: To provide the district accounting services in the areas of accounts payable, bookkeeping and grants.

Including the combining of invoices with the appropriate purchase orders, checking items and prices, and the receipt of materials from the schools. Enters Cafeteria invoices in for monthly payment. Prepares checks to vendors for mailing. Prepares the List of Bills for the Board of Education. Provides the Board of Education copies of all documents produced from the business office that are included in the monthly board packet. Maintains an orderly and current file for paid invoices, open purchase orders, vendor name and address, and other pertinent information relating to vendor purchases. Handles filing and payment of all Quarterly Sales tax reports. Handles incoming telephone calls from vendors and school personnel. Handles insurance wire transfer for all insurance claims. Handles all other duties as assigned that are necessary to maintain the operation of the business office. Provide audits on financial records kept by Personnel, Bookstore, Athletics, and Activities accounts.

  15. Kathy Chiaro, Purchasing Clerk Function: To provide the Director of Finance with clerical service in the area of purchasing.

  16. Kathy Chiaro, Purchasing Clerk Types and mails purchase orders, quotation requests, and bids; includes extending and checking prices, and prepare bid analysis. Assists in maintaining an orderly and current file for paid invoices, open purchase orders, vendor name and address, department requisitions, and other information pertinent to the purchasing department. Handles incoming telephone calls of a general nature from vendors and school personnel. Assists in maintaining the encumbrance accounting system using electronic data process terminal and SDS System at Treasurer's Office. Maintains the supply inventory for the central office. Responsible for the distribution of supplies to the school buildings. Handles all return of goods and problems with material shipped by vendor. Handles any other duties necessary to the performance of the purchasing department as specified by the Director of Finance. Updates Property Record Report. Industrial Appraisal Company for the district.

  17. Gail Hanson, Payroll Function: To prepare and distribute all district payrolls and related reports; maintain adequate records substantiating each payroll.

  18. Gail Hanson, Payroll Sets up contract maintenance for all teacher pension personnel. Sets up salaries for all other personnel. Prepares and enters payroll for all District 215 employees. Picks up checks and paperwork from Treasurer's Office and processes checks for distribution. Prepares payment of the Federal taxes, State taxes, tax shelter annuities, insurance payments, credit union, teachers retirement, I.M.R.F., social security, Medicare, teachers' union dues, etc. Makes federal deposit for Federal taxes, mails tax to states, and makes all other payments as listed above. Distributes all payroll checks issued by the District. Prepares, types, and reconciles all quarterly reports for Federal and State taxes, and mails these reports on time. Balances all figures quarterly with Treasurer's Office and Federal and State quarterly reports. Prepares quarterly social security and Medicare report and balance it. See that the checks and report are mailed on time. Prepares monthly I.M.R.F. reports, balances, and sees that checks and reports are mailed on time. Calculates all sources of income for teachers total income. Balances cards at the end of the school year with Treasurer's Office totals on each employee. Prepares yearly T.R.S. report and balance it with teachers' payroll cards. Mails it on time. Maintains an orderly and current file for all payroll records, tax payments, reports, T.R.F., I.M.R.F., Social Security, T.S.A., Insurance, Credit Union, and Union dues. Handles any other duty necessary to the performance of the payroll department, such as garnishing wages, preparing extra pay for club sponsors, vocational pay, and coaching as specified by the Director or Finance. Balances all employees yearly earnings (W-2) with Treasurer's Office and see that they receive them on time.   Prepares copies of employees W-2's for the Federal and State governments and mail them. Prepares the cost impact of bargaining proposals as requested.

  19. Gayle Villani, Secretary to the Business Department Function: To provide the Director of Finance with clerical services in the areas of cash receipts control, telephone answering and directing calls, and in report preparation.

Prepares activity and Imprestchecks. Answers telephone and directs calls to individuals. Acts as receptionist for people walking into office. Assists the payroll clerk in the preparation of the payroll and preparation of the annual Teacher Retirement System report when needed. Reconciles all transportation invoices. Handles any other duties necessary to the performance of the business office as specified by the Director of Finance.

  21. April Jerger, Human Resources Manager Function: Guides and manages the overall provision of Human Resources services, policies, and programs for the entire district.

Handles performance management – monthly personnel report and annual evaluations. Handles employment and compliance to regulatory concerns – teacher certification, FMLA, COBRA management. Handles employee orientation, development, and training. Handles policy development and documentation. Handles employee relations. Handles compensation and benefits administration – compensation plan, sick days, vacation, medical and dental insurance, tuition reimbursement, PayFlex, unemployment compensation, retiree benefits. Handles employee safety, welfare, wellness and health. Handles employee services and counseling. Other duties as may be assigned from time to time.

  24. Beverly Wilson, Director of Student Services Function: To provide special education and alternative education programming for students and to coordinate pupil services in the District.

  25. Beverly Wilson, Director of Student Services Coordinates all special education and alternative education programs in the district. Coordinates and supervises the alignment of Pupil Personnel Services (guidance, attendance, discipline, and other related services) at the schools and district level. Establishes procedures to process and place eligible students in special education and alternative education classes. Provides leadership and coordination of curricular development in the area of special education and alternative education programs. Supervises and coordinates with the building Instructional Supervisor for Special Education the testing, staffing, and placement of students declared eligible for special education. Coordinates with the Instructional Supervisor for Special Education, teachers, and other staff members about the placement of special education students in regular academic classes. Recommends policies and programs essential to the needs of exceptional children. Supervises preparation of attendance and tuition data and other information necessary to apply for reimbursement. Acts as liaison in arranging transportation of all children placed in special programs. Assists building administrators in the evaluation of special education staff members and makes recommendations regarding staff assignments and retention. Supervises the work activities of the school psychologist. Supervises the work activities of the school nurse. Supervises the work activities of the social worker. Supervises the work of the speech therapist. Guides the professional growth of the staff and the development of improved teaching techniques. Shares evaluation of the Instructional Supervisor for Special Education with the building principal or designee. Performs other duties as assigned by the Superintendent.

Jason Johnson, Assistant Director of Student Services Function: To assist the Director of Student Services in complying with Federal and State regulations pertaining to the educational programming of District 215 students. To complete requirements for the educational programming for identified students with special needs.

Jason Johnson, Assistant Director of Student Services Assists in ensuring that all constitutional and statutory law and all State Board of Education regulations governing special education services are effectively carried out, that all reports to agencies designated by law or by the State Department of Education are made completely and with punctuality, and that the rules and regulations of the Illinois Board of Education are enforced. Assists in collecting data and conducting research regarding the program /services to children. Assists in the testing, placement and program development of students eligible for special education services. Assists in the planning and evaluation of comprehensive staff development programs. Collaborates with parents in the development and implementation of program services. Assists in the development, implementation and monitoring of transition activities. Assigns and maintains case management lists and monitors duties. Ensures that scientifically research based instructional techniques are being implemented. Provides assistance to building administration for scheduling, program development, and assignment of staff. Assists in the development and implementation of behavior plans. Performs as an integral member of the leadership team. Maintains confidentiality in matters related to this position. Relates in a helpful, positive, and efficient manner with peers, supervisors and all those in contact with the Student Services Office. Performs other such duties as assigned by the Director of Student Services.

Maintains records of monthly tuition and attendance reports of privately placed students. Assists in preparation of budget and requisitioning of materials and keeping records of same. Processes State forms to the Illinois State Board of Education. This consists of requests for private placement of disabled students, reports of homebound students, reimbursement claims for children placed in private facilities, extraordinary services requests for approval of Special Education personnel, contracts, placement notifications, DORS budget, and Medicaid billing and gifted program. Places and receives telephone calls and records messages. Performs routine office duties. Handles other duties necessary to the performance of the Director of Student Services and school psychologist as specified by the Student Services Department.

  31. Mike Fies, Director of Curriculum Function: Designated as the instructional leader and shall devote the majority of his time in that capacity. He shall have the responsibility and necessary authority to provide a strong educational program for the students in District #215.

Encourages innovation, integration of the District curricula. Organizes and coordinates formal curriculum studies. Coordinates the implementation of curriculum. Provides leadership in the articulation of educational programs with the District’s elementary, secondary, and post-secondary schools.   Works directly with the Principals, and Assistant Principals to strengthen and balance instructional programs. Serves as liaison between central administration and building staff to facilitate communication and interpretation of instructional policy matters. Directs and recommends approval of the selection of textbooks, supplementary materials of instruction, computer software, and educational equipment for all instructional programs. Surveys and documents the district’s needs for grants and funding opportunities in relation to Board of Education goals and priorities. Develops, coordinates and maintains a multi-year funding plan for utilization of grants. Responsible for writing, coordinating and directing all federal and state funded grants. Supervises and coordinates the federal Title I and other categorical grants Responsible for writing, coordinating and directing the federal E-rate program. Establishes a district-wide system for grants information dissemination and activity. Negotiates, accepts, and manages grant awards as approved by the Board of Education Informs and advises the administration of the existence and/or suitability of possible opportunities; informs and advises various departments and school personnel of the existence and/or suitability of possible funding opportunities. Establishes a collaborative grants relationship with local governments, school districts, colleges, community-based organizations, libraries and businesses. Plans, organizes and directs research, evaluation and assessment of District programs, projects, and activities related to student performance and growth. Provides leadership and helps to coordinate with the Principals development of the School Improvement Programs. Supervises and coordinates the District testing programs, to include EPAS, ACT, SAT, PSAE, IMAGE, AP exams, and any other tests required by the Board of Education and the state. Coordinates with the Principals and the Asst. Principals the linking of assessment with curriculum. Researches and recommends changes in the instructional programs in the District.

Prepares and maintain records and filing for state, federal, and private grants and staff development. Prepares and types reports pertaining to various aspects of the state, federal, and privates grants, e.g. expenditure reports, grant RFP’s, staff development, and assessment reports. Requisitions, processes, stores, and distributes supplies and equipment as directed by the Director of Curriculum and Development. Takes telephone messages and makes appointments for the Director of Curriculum and Development. Sends correspondence and maintains appropriate files of correspondence as directed by the Director of Curriculum and Development. Responsible for correspondence, as well as daily operations in all aspects of staff development, data management, and grants. Performs such other tasks as assigned by the Director of Curriculum and Development or Superintendent as needed.

Wale Ade, Director of Information Technology Formulates and deploys long-term strategic plans for acquiring and enabling efficient and cost-effective information processing and communication technologies. Manages IT department operational and strategic planning, including business requirements, project planning, and organizing the allocation of resources. Develops and maintains an appropriate IT organizational structure that supports the needs of the district. Defines and communicates project milestones, service level agreements, and resource allocation to the Board of Education, the administrative team, and all district employees. Reviews performance of IT systems to determine operating costs, productivity levels, and upgrade requirements. Analyzes and makes recommendations for the improvement of the IT infrastructure and IT systems. Approves, prioritizes, and controls projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems. Ensures IT system operation adheres to applicable laws and regulations. Oversees provision of end-user services, including help desk and technical support services. Manages IT staffing including: recruitment, supervision, scheduling, development, evaluation, and disciplinary actions. Manages district databases. Manages district technology inventory. Liaison with Illinois State Board of Education related to student information system.

Miguel Gutierrez, Network Administrator Function: Under the direction of the Director of Information Technology, analyze, design, service, and maintain wide and local area networks; assure adherence to security, back-up, disaster recovery, software upgrades, and documentation of system as installed.
