Background • Indiana HIPAA Workgroup • Volunteers discussed HIPAA and creating a local user group similar to Y2K. • Vendor companies led the charge, but also got grass root interest from payers and State Govt. • Education focused • Monthly meetings bringing in leading local law firm and leading Payer. • Volunteer Model • WEDI/SNIP Affiliate

  3. Background • Indiana HIPAA Consortium • Single vendor driven • Focused on TCS • Facilitate trading partner interaction • Leading Providers, Payers, CH, Billing Co’s • Membership Model, • Fee For Services • Define Services • WEDI/SNIP Affiliate

  4. Background • Competition • Poor Cooperation • Bad Blood • Pushed each side to improve • Changed IWG model towards membership

Lessons Learned • Democratic/Volunteer organization is politically best • Dictator/Single entity organization is best to drive results • After being educated, people want to move forward on implementation. • Get sponsorship from key stakeholders • State, Medicare, Leading Payers, Leading Law Firms, Leading Hospitals, Leading Physician Groups, Leading Clearinghouses, Leading PSM Vendors

  6. Lessons Learned • Establish Goals and Ensure Organization and Funding can accomplish goals. • Forge win-win relationships to accomplish goals • Ensure trading partners are benefiting from activities • Keep activities vendor neutral to forge cooperation

  7. Lessons Learned • Snowball Theory works • Build momentum, get more and more stakeholders involved. • People will get involved if other players are involved. • Leverage WEDI/SNIP, other organizations to bring provide value and credentials.

  8. Going Forward • Buried the hatchet – merging two HIPAA organizations • IHWG focused on education, organization, & Privacy • Old IHC works with IHWG TCS sub committee and focuses on deliverables. • Let’s get HIPAA Implemented

  9. Going Forward • TCS focusing on Companion Documents, Trading Partner Agreements & Testing • Privacy focusing on template documents ie NPP, BAA, Policies, etc.. • Security will be focusing on education and privacy collaboration
