Why is EHP Review Required? • The National Environmental Policy Act of 1969 (NEPA) requires that the Federal Government examine the proposed impacts of its actions before project implementation • This applies to grant-funded actions • NEPA does not mandate preservation, only informed decision-making • NEPA serves as an “umbrella regulation” and provides a process which other EHP laws and regulations can be considered • State processes cannot replace NEPA compliance. However, materials prepared for state compliance can be submitted with the EHP Review Packet for the Grant Programs Directorate (GPD) • NEPA compliance has always been included in the special conditions of the grant award and the grant guidance

3. EHP Compliance What is an EHP Review? Analysis of pertinent project information to determine EHP compliance All projects funded with Federal grant dollars must comply with EHP laws, regulations, and Executive Orders and be certified by GPD Projects must receive EHP approval before initiation by GPD Grantees will provide all relevant EHP materials to GPD via the Centralized Scheduling and Information Desk - askcsid@dhs.gov Grant funds may be used for preparation of EHP documentation

The cameras will be installed on existing poles and the parking garage; therefore, no ground disturbance would be required. Photographs are attached. In addition, bollards will be installed in front of the station, requiring ground disturbance of approximately 200’ x 3’, at a depth of 12 - 16 inches. These will be crash-rated steel vehicle bollards, measuring approximately 36” in height, replacing current vehicle intrusion barriers.
