  5. Believe and Become We have an opportunity to…. Or, we can….

  6. The Department of Alcohol and Drug Programs is gone, there is no voice • The Affordable Care Act is moving forward without us • Our field is poised to become an adjunct to other disciplines, or relegated as “peer counselors” …hesitate, waiver, and ignore that our world is changing.

  7. There are plans to cross train and integrate all of us out of a job • Competition between organizations has produced the “lowest common denominator” • When one voice is essential for success, there are many…. No one is listening.

Organizational Histories • 1967 CAARD formed, 1972 CAARH formed • 1980/1983 CAAC/CAARH begin credentialing counselors • 1987 CCBADC created, 1996 CAARR Institute forms • 1995, 1996 - CAARH becomes CAARR and creates the CAARR Institute • 2007 CAADAC and CAARR recognized by ICE and ADP • 2012 CAADAC/CAARR join forces to create CCCO and UCC

Advocacy Histories • 1986 - 2008 CAADAC advocates for legislation to recognize AODA counselors in CA (eight bills in all) Where would we be if all the legislation we created and other COs have opposed over the past 30 years would have passed? • 2007 – now CAARR opposes and kills NIMBY bills (several per session) • 2004 CAADAC and CAARR fight for stronger ADP regs package. • 2008 CAADAC and CAARR have opposing views on two-tier licensure bill (passes and then vetoed). • 2009, 2010, 2012 CAADAC and CAARR unite on legislation • 2013 CAADAC and CAARR agree to joint legislative activities.

CCAPP Career Ladder: WTS-E Licensed Advanced Alcohol and Drug Counselor CCJP Clinical Supervisor of Alcohol/Drug Counselors CCPS Certified Reciprocal Alcohol/Drug Counselor SLS Certified Addiction Counselor CRPM Registered Addiction Professional CCDP CCBADC Registered or certified individuals will automatically be placed in respective credential they currently have.

But, Where will I BELONG? • Each applicant matriculates where his or her education and experience is documented • Seamless transition into new certification system • Credentials will reflect what is already practice • One career ladder raises the value of EVERY credential • Credential name changed, quality has and will NOT change

CCAPP Organizational Efficiencies • Centralized administration, member, accounting and legal services • New and enhanced website, publications, public relations and advocacy Shared conferences, shared ideas, ONE PROFESSION. • Shared certification systems (ethics boards, portfolio review, etc.) with one NCCA fee • Coordinated tests that reflect career growth • Increased conference attendance

Membership Board 501 C (6) Corporate name: California Consortium of Addiction Programs and Professionals, CCAPP Purpose: To promote excellence in the delivery of services focused on substance use disorders and their associated problems by providing the highest level of advocacy, competence, and ethics among addiction programs and professionals. Focus: Membership, advocacy, and governance Adoption: Creation of new bylaws and restated articles of incorporation (voted by the membership) Alignment: ICE and DHCS transfer of approvals

Licensing/Certification 501 C (3) Corporate name: CCAPP Credentialing Board Purpose: To license and certify qualified addiction focused professionals towards attaining the highest professional standards. Focus: Conferring designations of quality and competency throughout the career ladder Adoption: Creation of new bylaws and restated articles of incorporation (voted by the membership) Alignment: ICE and DHCS transfer of approvals, IC&RC jurisdiction replacement

  32. Education & Training 501 C (3) Corporate name: CCAPP Institute Purpose: To provide education and technical assistance regarding addiction, treatment, recovery and associated problems. Focus: To develop and distribute educational materials and programs to professionals and the communities they serve. Adoption: Creation of new bylaws and restated articles of incorporation (voted by the CFAAP Board) Alignment: BPPE transfer of approvals

  33. Member Involvement and Leadership Membership Categories: A. Individual B. Program Districts: Nine geographic locations determined by population data CCAPP Board: Comprised of 18 members (nine individual members – nine program members) with two year terms CCAPP Institute and Credentialing Board: Members appointed by CCAPP from nominations made by members Transition: Due Diligence Committee will become the founding board which will be utilized for a period not to exceed two years Officers: Voted by the members of each board

Timeline for Implementation of Consolidation Membership Vote: October 2013 Incorporation Filings: January 2014 articles and bylaws for each corporation filed and sent for IRS for approval (up to nine month turnaround) IC&RC jurisdiction application: Upon approval of incorporation. (possible six month turnaround) ICE Approval: Upon approval of jurisdiction by IC&RC (possible six month turnaround) DHCS Approval: Upon ICE approval. Unknown turnaround) Transfer of credentials: Upon completion of all prior steps
