  4. Barriers • Items exist in many forms • They are in many locations • Many collections are unique • Not catalogued - can’t find • Retrospective conversion needed

  5. Hidden Treasure • Public libraries • 12+ million records (6.5 million titles) • Academic libraries • 28 million records (6 million titles) • Other libraries • 9+ million records • Archives • 12 million (2 million pages)

  7. Why a National Programme? • DIY is slow and inefficient • Current funding is insufficient • Uncoordinated effort means duplication • The task will remain if nothing is done • Users will remain disadvantaged
