The Unofficial Version • The “Guadalajara cartel” – a powerful, hierarchical, vertically integrated group of drug traffickers, led by the triumvirate of Sinaloans never existed. • The concept of the “cartel” is a DEA invention designed to put a name to an enemy and simplify a complex phenomenon. • Instead there were multiple, independent drug traffickers and financers, linked by family, and friendship.

These independent groups were part of government-run franchise operation called “el sistema” From 1976 onwards, two government agencies (the Federal Judicial Police and the secret service or DFS) took control of drug production and trafficking in certain zones of the country. The zones were were called “plazas” Traffickers who grew drugs in these areas or trafficked them through these areas paid a bribe to the government agents.

  16. The CIA • Was aware of the system • Had a man right at the center of the system – Lawrence Harrison • Protected the system at key moments • Used both the government protectors of the system and the drug traffickers to do their dirty work.

  17. At certain key moments, CIA protects “el sistema” • 1976-7 U.S. State Department complains about appointment of known drug trafficker, Arturo “El Negro” Durazo as head of police in Mexico City. Despite 5 separate warrants for his arrest, the CIA quashes their complaints. • 1981 California investigation into car theft names the head of the DFS, Miguel NazarHaro, as head of huge car theft ring. All charges are dropped. • 1984 Manuel Buendia, Mexico’s top journalist, starts to investigate claims that the CIA was running training camps for Nicaraguan Contras. According to his source, they were working with members of the DFS and the Guadalajara drug traffickers. • Both he and his source are murdered. Harrison later confesses to the killing.

In return for protection, “el sistema” provided services for the CIA • 1976-1982 Arturo “el Negro” Durazo and Miguel NazarHaro ran two paramilitary death squads – La Brigada Blanca (White Brigade) and El Grupo Jaguar (Jaguar Group). • They are charged with taking out suspected communists. Killed over 300 members of communist organizations.

The Nicaraguan Connection • 1983 U.S. Congress stops U.S. government from providing arms to the Nicaraguan anticommunists, the Contras. • The CIA establishes an arms-for-drugs business in order to fund and arm the Contras. • Nicaraguans fly cocaine into United States and are protected by the CIA. • They use money from cocaine sales to buy arms. • Which are then flown back to Nicaragua

So who killed Kiki Camarena? • The two Jalisco policemen, Jorge Godoy Lopez and Rene Lopez Romero, have gone on record to claim that: • Missing from the story is a shady, Cuban character known as “Max Gómez” • Ernesto Fonseca first introduced him as a member of the CIA. • They saw him demanding half a million dollars from Fonseca and delivering AK47s. • They heard him torturing Camarena, asking about what he knows of government involvement. • They claim that he is the one who eventually killed Camarena.
