Outcomes • WG agreement on WMO Cap/Dev process (8 Steps, emergency case) • Development of WMO SWOT for Cap Dev • Support for tools to manage CD and monitor baseline and progress (ROM, CPDB, Survey, etc) • Support for strengthening program elements (RO, LDCs, ETR, RMO), • Special focus on 2 priority areas (GFCS and WIGOS: regional aspects) • Basic approach to draft CDS • Proposals to EC on Terms of Reference, governance of CD
