Parts 366 and 364 and Part 365 (if a CIL has Part B funding) • OMB Circular No. A-122 (Cost Principles for Nonprofit Organizations), codified at 2 C.F.R. Part 230 • Education Department General Administrative Regulations (EDGAR), primarily 34 C.F.R.   7. Reporting Requirements 704 Report • 704 Part II Annual Performance Report • American Recovery and Reinvestment Act online report (ARRA) • SF-425 Federal Financial Report • ED 524 Budget Form $$$ ARRA Funds New

Reporting Requirements: 704 Part II 704 • Annual report covering all fiscal, programmatic, planning and technical assistance needs of a CIL. • Due 12/31 of each year • Serves as application for ongoing funding • Time period reported is most recently completed fiscal year Example: 10/1/2010 through 9/30/2011 • Completed through RSA’s MIS rsamis.ed.gov Program Info. $ etc…

  9. 704 Part II 2010 704 • CILs that began operation on 10/1/2010 do not have program or fiscal activities to report for FY 2010 and thus will have fewer reporting requirements, but must report the following by 12/31/10: • RSA-704 Part II Subpart V - Annual Program And Financial Planning Objectives, Section B - Work Plan for the Year Following the Reporting Year • RSA-704 Part II Subpart VI - Training And Technical Assistance Needs • Information on these requirements should be submitted via a word document and e-mailed to your IL Unit Representative no later than 12/31/2010 $etc…

Reporting Requirements:ARRA ARRA Funds • Review the following Webinar: American Recovery and Reinvestment Act (ARRA) of 2009 Reporting - Centers for Independent Living (CIL) Title VII, Part C Resource(http://ncrtm.org/mod/resource/view.php?id=1883) • All grantees that receive ARRA funds must report quarterly. • Failure to report may result in sanctions, including withholding of ARRA funds. • All reporting is through www.federalreporting.gov, not RSA’s MIS. • January 1st to the 10th are the reporting dates for the next ARRA reporting cycle. • No late submissions are accepted.

  11. New! Reporting RequirementsSF 425 • The SF 425 is a retrospective look at how funds were expended. ( SF 425 replaces SF 269). • Utilized to assess grantee compliance with fiscal requirements. • Must be completed on an annual basis. • First reporting deadline is 12/31/2011 • Further webinars and training will be forthcoming

  12. $$Reporting Requirements:ED Form 524 and Budget Narrative • Will occur over the summer, typically July or August. • For ARRA funded centers only: The 524 process will begin once your ARRA award period expires. • RSA will send each CIL the amount of the following year’s award; the CIL then completes the ED Form 524 and Budget Narrative for this amount. • ED Form 524 and Budget Narrative must be completed and approved by RSA before next year’s funding will be made available. • The ED Form 524 is for only budget figures; Use the Budget Narrative to explain the details and justification behind those figures. • Activities described in the Budget Narrative must be allowable under Title VII, Part C.

Training Training and Technical Assistance Technical Assistance • SILC-Net , CIL-Net and New Community Options (NCO) are projects of Independent Living Research and Utilization (ILRU, www.Ilru.org) • SILC-NET fosters management and programmatic excellence of SILC members, executives, and staff so they can expand their capacity to promote positive relationships with state agencies and to implement systems change benefiting CILs and their consumers, as well as expand the statewide networks of CILs. (http://www.ilru.org/html/projects/silc-net/). • CIL-NET works to foster management and programmatic excellence on the part of CIL boards, executives, and staffs so that they can expand their capacity to advance the integration, inclusion, and full participation in society of individuals with significant disabilities (http://www.ilru.org/html/projects/cil-net/) • NCO works to assist CILs capacity to assist transition age youth to succeed in their transition to postsecondary education, employment and independent living. The center will also address how these services can best be provided to underserved populations and to individuals who live in isolated rural areas.

New Community Options Focus Areas: • Promoting community-based alternatives to institutionalization with best and promising practices in transition programs and community services. • Providing more integrated and improved services and supports to those seeking to transition from institutions or to remain in the community. • Determining how these services can best be provided to underserved populations and to individuals who live in isolated rural areas.

Tips for Submitting Reports • Know the deadline ahead of time, plan accordingly. • Set up data (including fiscal) systems now- do not wait for report deadlines. • Track and report data internally more often than is required to be produced externally. For example, run quarterly 704 figures. • Institute data quality checks- remember, data submitted to RSA will be verified through on-site monitoring activities. • Have staff backups that can run each report- do not rely on one person. Deadlines cannot be delayed for absent staff. • Assure that emails of key staff are accessible if they are out- these e-mails may include key information.
