Graded Levels of Authorization Licensing can be graded to provide additional safety information to the Regulatory Body about a proposed action: Licensing of facility’s life cycle stages is used where each stage can be started after regulatory review proved safe completion of the previous stage and licensee demonstrated safety of the next stage (e.g. radiotherapy department construction and operation).
