Basic Facts • In February, 2009, Jack announced the suspension of all non-mandated on-site CPM visits for at least one year • He called for a “top-to-bottom” review of our compliance monitoring system in order to redesign the system to “focus the greatest attention on those schools that need the most assistance” • The SBE increased its focus on resolving non-compliant items • CPM reviews resumed January 2010 • Limited Scope • Pilot of risk-based LEA selection criteria • California Accountability & Improvement System (CAIS)

CPM Redesign Objectives • Focus the greatest attention on schools that need the most assistance • Increase the use of technology to widen CDE’s statewide monitoring efforts through a combination of on-site and on-line reviews • Focus monitoring efforts on student achievement results • Mitigate findings (e.g. not utilizing a risk-based method for LEA selection; insufficient focus on fiscal issues; subrecipient monitoring) from audits & reviews of the CDE by the BSA and ED

  7. 2010-11 Selection Criteria • Four independent variables: three risk-based and one random sample • Of the LEAs selected each year for an on-site or online review, 90% will be selected if they fall under any of the following three independent risk variables; 10% will be selected via a random selection process • Tentative Risk Variables: • 1. Academic: Top Cycle A LEAs with • API (e.g. <800 in LEA or any subgroup) & • PI (e.g. ≥3 yrs) & • Title II (e.g. Level C) & • Title III (e.g. ≥4 yrs) Note: Proposed criteria subject to change

Fiscal B: • Subset of the Top 20 Cycle A LEAs in Total Allocation • 5 LEAs to be selected, taking into consideration history of audit findings Note: Proposed criteria subject to change

Next Steps • Cycle A LEAs selected for a 2010-11 CPM on-site review will receive notification • Cycle C LEAs selected for a 2010-11 CPM online review will receive notification subsequent to Cycle A LEAs being notified of their reviews • Cycle A & C LEAs selected for a 2010-11 CPM review will be notified a minimum of 45 days in advance of on-site review or online submission deadline

Next Steps (cont’d) • Soon after LEA receives notification of on-site CPM review: • CDE team lead will contact LEA’s CPM coordinator to facilitate scheduling and other matters in preparation for the review • LEA will submit an “LEA General Information Form” to help the CDE team lead and LEA coordinator make decisions regarding scheduling and other matters • LEAs will receive CAIS training

  15. Next Steps (cont’d) • Information regarding training on program requirements/instruments is forthcoming • New Ed Job Fund (EJ) and Fiscal Monitoring (FM) instruments (Titles I Parts A&C, II, III, IV)

  16. Possible Timeline • Notification to LEAs selected for on-site reviews likely by early October • Training on CAIS and Program Instruments to begin shortly after notification • On-site reviews likely to begin early December • Notification of online reviews and submission deadlines TBD (most likely after the start of the new year 2011).
