Culmination of a Collaborative Information Gathering Process  Conducted Listening Sessions (Fall 2009).  ODOT, FHWA, local government web survey (May 2010).  ODOT in-reach meetings (June-July 2010).  Regulatory agency, tribes, and private sector web survey (June-July 2010).  Regulatory agency and private sector outreach meetings (October 2010).

Multi-Agency Initiatives (continued) Long-Term Initiatives • General support for more in-lieu options and more efficient mitigation banking development process; concerns about flexibility in mitigation bank service areas • Explore revisiting CMCS to work out differences between agencies regarding mitigation • Develop site restoration standards that are both realistic and consistent between regulatory agencies (DSL, COE, NMFS) • Codify the elevation process with individual agencies

  7. Oregon Department of State Lands • Long-Term Initiative • Develop standards for revegetation & weed control more suitable for eastern Oregon (vs. western) • Expand ODOT banking program; consider pursuing a DSL-ODOT fee-in-lieu project

  8. Environmental Protection Agency • Provided verbal commitment to support development of single set of stormwater standards

  9. Oregon Department of Environmental Quality • Long-Term Initiative • Develop single general permit for on-site sewage disposal at rest areas statewide

  10. Oregon Department of Fish and Wildlife • Short-Term Initiative •  Complete joint development of a fish passage programmatic with NMFS • Long-Term Initiative •  Continue discussions between the two agencies on how best to address wildlife passage

  11. Army Corps of Engineers • Long-Term Initiative  Investigate potential for an RGP for culvert SOPs (temporary water management)  Work with ACOE and others to better define site restoration requirements

  12. National Marine Fisheries Service • Short-Term Initiative  In developing EPS, consider: - pile driving - fluvial standards (floodplain fill) - streambank hardening - stormwater runoff  Provide guidance/training to environmental permitting staff on reducing extraneous information in BAs Long-Term Initiative  Explore the feasibility of tiered consultation

Oregon State Historic Preservation Office • Short-Term Initiative •  Pursue off-site mitigation and other alternatives (e.g. Multiple Property Documentation) in lieu of digging and documenting • Long-Term Initiative •  How to avoid impacts to cultural and archaeological resources from offsite disposal of material •  Clarify requirements for stacked rock features (e.g., consistent definitions, mitigation strategies, what constitutes an impact)
