An association of associations Representatives of the industry – not companies Currently 52 Association members One Association Executive and up to Three Association Representatives per Association Focused on sharing information between the USPS and Mailing Quarterly Meetings at USPS Headquarters in Washington, DC Industry elected leadership 2013 Focus Areas – defined by PMG Entry and Preparation Mail Piece Design and Product Development Acceptance Visibility/Service Performance Payment Industry and USPS leaders for each focus area 4 industry leaders representing mail classes Postmaster General’sMailers Technical Advisory Committee

Current Task Teams • TT 13 – Hardcopy Address Corrections • Gain an understanding by the USPS and the industry as to the cause of the hardcopy ACS notifications for periodicals. • Recommend change to practices and procedures to limit the number of hardcopy ACS notifications returned to the mailer. • Determine procedural and financial options the mailer may have with the USPS when hardcopy ACS notifications are provided when requesting electronic. • TT 17 – Shipping Services File for Full Service • To determine the feasibility of creating a solution for mailers who currently send files for eVS that would allow them to use the same file structure for Full-Service mailpieces. • TT 19 – IMpb Compliance and Thresholds • The Task Team will recommend equitable, graduated thresholds for each of the three major elements of IMpb requirements (barcode use, shipping services file format, and content of ZIP+4 or destination delivery address) and methods to measure and assess compliance

Action Items from November 2013 Meeting Mail Preparation and Entry Track • First Class • Incorporate Secure Destruction in MOP flow • Decision tree related to PARS flow • Communication on overnight service standard changes to general public • Direction on operational changes for mail entry based on service standard changes • Lead from Operations side on dropship endorsements/re-date metered mail • Clarification/communication on simplification of DMM • Periodicals • Arrange another field trip to visit FSS for January MTAC meeting • Update in January on AFSM FPARS and APPS enhancements • Flats Strategy plans (bundle assistance, etc) in January

Action Items from November 2013 Meeting Mail Preparation and Entry Track • Standard • Schedule tour of FSS facility in January • Provide cost to process flats across FSS • Ballots mailed as Standard: would this be affected by load leveling? • Last Mile reporting and load leveling update • More coordination communication for FSS entry at facility • PS8125 concerns and dock acceptance issues • Industry action item: communication/education for new labeling list/MDF monthly update (currently quarterly) • Packages • Review at non-machinable issue: End-to-End vs. destination drop (NDC) • Look at DDU mis-shipped 5D on labeling list vs. DDU entry • Discuss with FAST User Group/Marketing re: FAST Appointments at DPUs/RDUs.

Action Items from November 2013 Meeting Payment & Acceptance Track • First-Class • Update Full Service Verification approach document • Update incentive eDoc mapping sheet • Follow up with BB&Ts MSPs regarding By/For • Investigate assigning multiple CRIDs to a CSA • Review minimum requirement (eliminate paper statements) • Periodicals • Update Full Service Verification approach document • Update MDF to identify a FSS facility as a drop location • Investigate why there is a 200lb limit on Airboxes • Investigate solution for two Periodicals mailed in a polybag • Update and post the Mail Anywhere Fact sheet on RIBBS

Action Items from November 2013 Meeting Payment & Acceptance Track • Standard Mail • Update approach for Full Service verification & post on RIBBS • Ghost Permits/automation of nonprofit authorization documentation: ensure training with BME covers issues around By/For • Work with MSDG group for vendor compliance • Update FSS fact sheet with mapping for pricing • Contingency Plan for PostalOne! and/or industry downtime • Packages • Update on duplicate detection • IMpb outreach and promotion sheet • Vendors and Consolidators should complete application soon • Destination Entry Reports & Assessment approach, and Hub implementation • Include process for emergency re-direct: localized and regional

Action Items from November 2013 Meeting Visibility / Service Performance and Measurement • First-Class • Provide list of service performance measurement exceptions • Clarify PBSA information from the PBSA guide • Add a FCM breakout to the RPN/UAA volume trend chart • Identify the designator that will be part of upcoming CASS schedule • Add lag time between notification of a UAA piece (UAA Study) • Provide status on Product Information/MEPT discussions regarding 24-48 hour MicroStrategy reporting lag time vs SPM impacts • Periodicals • Provide timeline visibility for Periodicals • Provide Industry Alert regarding Move Update PAF policy on RIBBS

Action Items from November 2013 Meeting Visibility / Service Performance and Measurement • Standard Mail • Provide update for percentage of mail not in visibility: how is this tracked • Provide correlation (if any) on how WS, EDDM etc is impacting “last mile” • Engage industry in MID test and data delegation in IMb tracking • Provide Help Desk FAQs to industry to assist with education to reduce volume of calls to help desk • Provide total volume percentage of mail in SV vs. non-SV • Packages • Provide barcode quality feedback to mailers with <98% IMpb performance • Engage industry regarding use of six digit MIDs for 11-digit IMpb

Action Items from November 2013 Meeting Product Development and Mail Piece Design • First-Class Mail • User Group 8 for USPS Promotions: develop validation tool for MSPs to validate customer supplied CRIDs for promotions • Periodicals • Add more time to agenda for January • Standard Mail • Review FSS pricing matrix • User Group 8: explain how CRM/BRM credit works with CAPS • MailPro should stay in print and not go totally digital • Concern with trademark paten legal action • Packages • Requested task team to discuss concerns with package requirement to make FAST appointments
