GNSO Operations Team Kick-Off Meeting Draft Agenda Call to order and introductions Review agenda Review and discussion of GNSO Operations Work Team charter (delineation of current problems, desired outcomes, deliverables, and timelines) Timeline for interim GNSO Operations Work Team chair and procedures for selecting permanent chair; vice-chair Procedures for finalizing GNSO Operations Work Team charter, including proposed timeline Agree to regular teleconference meeting times All other business

GSNO Operations Team Work Team Draft Charter Goals • Develop proposals for Council consideration based on the Board’s endorsement of GNSO operations-related recommendations: • Determine what steps are needed to establish the role of the Council as a “strategic manager of the policy process.” • Define and develop scope and responsibilities of any other standing “committees” as recommended by the BGC WG and the PPSC. • Develop “Statement of Interest” and “Declaration of Interest” forms. • Develop curriculum for training Council members, constituents, facilitators and others. • Review and recommend amendments as appropriate regarding methods for encouraging, promoting and introducing new constituencies. • Prepare clear rules for the establishment of new constituencies within stakeholder groups.

GSNO Operations Team Suggested Work Team Projects Determine what steps are needed to establish the role of the Council as a “strategic manager of the policy process” • Create a set of operating principles for the Council that will allow it to be the strategic manager of the policy development process rather than a legislative body.

GSNO Operations Team Suggested Work Team Projects Define and develop scope and responsibilities of any other standing “committees” as recommended by the BGC WG . • Analyze trends and changes in the gTLD arena and, as a consequence, provide advice on the use of ICANN resources affecting the gTLD name space. • Begin a constructive dialogue with a broad range of Internet stakeholders in order to fully understand DNS-related technologies, trends, and markets. • Establish committees of 4-5 members to guide work in a certain area where focused attention and follow-up are required, such as benchmarking and trends analysis.

GSNO Operations Team Suggested Work Team Projects Develop “Statement of Interest” and “Declaration of Interest” forms. • Real-time, updated, and similar to what is required for members of the Board and should be in a standardized format that is publicly accessible. • Supplemented by Declarations of Interest that pertain to specific matters under discussion. • Develop a basic template of information that GNSO Councilors, constituency leaders and others participating in policy development activities must complete. • Recommend a mechanism for publishing and updating this information in a manner consistent with protecting the privacy of members.

GSNO Operations Team Suggested Work Team Projects Develop curriculum for training Council members, constituents, facilitators and others which may include: • ICANN structures and processes • Details of the technical aspects of the DNS (and the implications of this for policy) • GNSO structures and processes • Understanding the working group process • Negotiating skills for building consensus • Being an effective chair of a working group • Project planning methodologies for policy work
