  1. Higher Education in Azerbaijan Payment of tuition fee

  2. Briefly about situation Azerbaijan provides free of charge higher education to the most of citizens that have successfully taken The State Admission Examination. Additionally there is available President scholarship, that grants the best students for 150 AZN (=140 EUR) every month, and several discounts concerning some conditions.

  3. Conditions The main conditions that influence on the final tuition fee are listed below. Additional informational references are available here as well. So let’s go to conditions :

  4. 1. You have won in the competition during the State Admission Examination Competition took place directly during the exams. Every speciality gives vacant places that will be paid by government. In order to enter this speciality, university entrant have to be among the best who have applied.

  5. 2.You are a refugee from the Nagorno-Karabagh During the war 1988-1994 Azerbaijan had up to 1 mln. refugees from Nagorno Karabakh. Our government pay for their higher education without any conditions as they have financial difficulties.

  6. 3. You are a son/daughter of the National Hero of Azerbaijan National Hero of Azerbaijan is the highest national title in the Republic of Azerbaijan. The law on the title has been in effect since December 25, 1995. The title is awarded for outstanding services of national importance to Azerbaijan in defense and strengthening of the state system and creation of important national values.

  7. 4.You have gained more than 650pts in the admission exam The maximum point in the SAE is 700 and when you get more than 650 you probably will get President Scholarship and by this way you also have a chance to study in one of the famous universities in Europe, USA, Japan, S.Korea and Australia.

  8. 5You are getting II Bachelor/Mater degree According to the rule about education of the Republic of Azerbaijan “government pays only one time for every degree of study, second education must be paid by the student”

  9. 6.Priority directions speciality Azerbaijan Republic had listed some priority directions speciality which includes engineering, medicine, tutorial. Azerbaijan needs this kind of specialist in order to construct strong and stable economy and policy thus, we have some discounts toward this applicants.

  10. 7. You are applying for the State University As a rule, state universities are under the control of government and they provide social discounts that had been set by state rules. Private Universities operate as nongovernmental organizations and pay tax thus, sometimes they do not obey social discount programs

  11. 8. You are applying to the private universities However, private universities had their own scholarships and discounts and that set additional complexity to the whole process of distribution of payment of the tuition fee.

  12. Condition have been presented Above we have listed all the conditions of our decision table, so now we attempt to give the main actions. These actions depends on conditions below and are applied by state or universities.

  13. Actions So after passing examination students are probably subjected to following actions: • Will be offered 100% discounts • Will be offered 50% discounts • Will be offered 25% discounts • Will be granted to the President Scholarship • Will not be offered any discounts
