The Potential of NLCs (Katz & Earl) “NLCs are structures that bring people together for focused collaborative inquiry, focused instructional leadership and focused professional learning, in the service of learning for students” This session explores what this might mean for our work in 2011, especially the italicized words.

  3. Initial Activity To achieve this potential NLC leaders need to be clear on terms like those in italics. Lets check this. What 3 or 4 words do you most associate with- • Management • Leadership • Leadership Learning • Leadership Development (in a schooling setting)

  4. Management Is a social process for coordinating the key resources of the school • Human, • Materials, • Technology in the most efficient manner

  5. Leadership Is a social process for influencing the key educational activities of the school • Pedagogy • Culture to improve valued educational outcomes

  6. Leadership Learning Is a PLD process that usually has- • A strong emphasis on knowledge building, and • A focus on individual positional leaders in a school, and their skills and understandings It results in instructional leadership.

  7. Leadership Development Is a PLD process that usually- • Carefully mixes knowledge building with relationship and capacity building, and • With details individualised for each school site and its mix of experienced and aspiring leaders It results in distributed leadership

  8. Key question 1 Was your NLC cluster programme last year mainly about ‘management’ or ‘leadership’, and which should it have been?

  9. Key question 2 Was your NLC cluster programme last year largely based on ‘leadership learning’ or ‘leadership development’ processes, and which should it have been?

  10. The Kiwi Leadership Model The KLP: • Outlines key implications of our self-managing school model for NZ school leaders, and • Suggests that educational leadership in NZ requires both leadership and management together

  11. The Leadership L & D Map Shows the relationship between: • Leadership development stages • Leadership learning processes, and • The changes which are likely to occur as a result, in terms of learning and teaching

  12. The Collins LD Waltz Model Builds from the Leadership L & D Map (right hand side). It suggests- • What the leadership development process involves, and • Why leadership development is important for all NZ schools and school leaders

  13. The Contribution of the NCSL The English NCSL has- • Trialled, developed and evaluated various models of leadership PLD, and • Found that a leadership development model emphasising blended and networked learning is most effective

  14. Key question 3 How can we build more of the key elements of ‘leadership development’ into our 2011 NLC cluster work?

  15. The Contribution of NLCs Katz and Earl suggest NLCs provide: • A mechanism for solving problems and making meaning about educational improvement beyond individual schools, and • A vehicle for fostering the sustainability of educational change within individual schools

  16. The CIES findings (Exploratory Studies) Show how early adopter schools used a variety of strategies to build knowledge, relationships and capacity as they went about the process of implementing The New Zealand Curriculum by distributing leadership and utilising learning networks

  17. Key question 4 What does a comparison of CIES actions and NLC coverage suggest are: • the key needs for your NLC group in 2011 and • the key resources you might need to be gathering to support group learning this year?
