  2. Introduction • Population : 50 million • Economic growth rate : average 3% • Main Industries : IT manufacturing, electronic, construction.. • Total workers: 15.3 million (female: 6.07) • Irregular workers: 8 million(female: 4.8)

  3. Background & Justification • The total organized workers About 1.6 million (KCTU 0.8 million, KFTU 0.8 million). Organized rate is 10.5%. (1989:20%), It has continuously decreased for 20 years. • Female organized workers: only 20%. Most organized female workers are engaged in financial sectors and medical sectors. They pay high relatively and have stable jobs.

  4. Background & Justification • Irregular workers male. - Continuous job instability - Low-paying wages, compared with male regular workers, male irregular workers (only earned 52% of regular workers’ wages) . - Discrimination in 4 employment insurance • Female irregular workers.. - Mostly temporary workers (ratio: 67% : 27% of total irregular workers). They should negotiate employment contract with their employers per every year. - Low-paying wages (only earn 35% of male regular workers wages) - Age ratio: M-shaped (early twenties, early forties) - Become irregular workers after their marriage, pregnancy and childcare.

  5. Background & Justification As a result, *Led to increase of the poor and social polarization *Barriers: to be union members. We should work to increase the benefits and welfare of the irregular workers, to eliminate all forms of discrimination on the irregular workers. We should establish strong solidarity between the regular and irregular workers. Therefore the labor school should be established.

  6. Target group -Educators, organizing action officers union activists related on irregular labor movement of KCTU &FKTU Support group - The Korea Labour Foundation - Ministry of Labour - Korea Labour Education Institute -The 2 top leaders (KCTU&FKTU) - Korea Labour Institute Main partner - KCTU & FKTU - Ministry of Labour - Labour Center for the irregular Workers, Korean Women's Trade Union, Korean Women Workers Association. Advisory group – Some professors & institutions Target Group

  7. Development Objectives • To promote & strengthen union movement among the irregular worker groups.

  8. Immediate Objectives At the end of this project, the main achievement will be:- “Labour school for the irregular workers established” (KCTU+KFTU)

  9. Output : Labour school for irregular workers established as per proposed. Output /Direct Result

  10. Activities • Step 1 To establish a Special Joint-Committee • Step 2 To establish a Joint-Working Secretariat • Step 3 Discuss on strategies, plans & budget • Step 4 Endorsements by both Central Committees

  11. Step 5 Press statement to the government, public & unions. Sign agreement between 2 TUCs Step 6 Identify location for the labour school & obtain approval (where appropriate) Step 7 Conduct survey on needs of the irregular Workers for course materials

  12. Step 8 Design & plan course calendar Step 9 Set up Joint-Education Team and identify educators (50% women) Step 10 Implement training for irregular workers

  15. Indicators of Achievement • For immediate Objective Completion of establishing the committee & the secretariat The Labour School is Established

  17. Monitoring / Reporting / Evaluation Procedures • The project will be monitored by the special committee composed of the officials from FKTU & KCTU. • We will submit to the committee our project report every month. And submit report including financial report at the end of the project.
