The National Perspective Operations under the 2007 Hurricane CONPLAN • 168 Hour time line (but practically 120 hour) for preparations (Not useful for Region I) • Early coordination • Pre-designated PFO and FCO • DCO/DCE permanently assigned to Regions • Close coordination upon activation • 1200 National VTC • 1000 Operations/Logistics Teleconference for Commodities

Region I Mission When ordered by the Regional Administrator, Deputy Regional Administrator, or Division Director of Response and Recovery Division, FEMA Region I will act to save and sustain lives, stabilize the situation, and protect property and the environment in support of the New England States and other federal agencies in accordance with the National Response Plan.

Pre-landfall operations in the Northeast are highly compressed compared to the Gulf or Southeast coasts and require deviation from the Hurricane CONPLAN A series of “Decision Points” will be used to determine levels of activation and pre-landfall response for Region 1 Region I Concept of Operations Overview

Catastrophic Incident Supplement Overview of Region 1 Concept of Operations • Determine what is going on and what resources are available to deal with the situation – the Common Operational Picture • Determine what must be done to assist the States in dealing with the disaster – the Incident Action Plan and Strategic Plan • Carry out the plans in cooperation with the States and Other Federal Agencies • Coordinate with States and HQ for appropriate pre-landfall declarations • Deliver resources through the FEMA Operations Staging Areas (FOSA) and Team Staging Areas • Provide Human Services across the spectrum of need • Provide Infrastructure support to quickly recover from the disaster

Catastrophic Incident Supplement Concept of Operations – Organization • Command and Control – Decided by Regional Administrator in consultation with JFO/RRCC Coordination Group • Option 1 – Standard JFOs • Option 2 – Regional/Central JFO for all declarations • Option 3 – RRCC to serve as Area Command after JFO(s) established (Preferred Solution) • Logistics Support – Single FOSA for New England, usually at Westover Air Force Reserve Base • Air Operations – Single Air Operations Branch at RRCC/JFO for all New England (May be at an aviation facility)

Catastrophic Incident Supplement Concept of Operations – Air Operations • Mission • Focus on area covered by Temporary Flight Restriction (TFR). • VIP Travel • In area logistics, evacuation flights • Search and Rescue ONLY for coordination and safety of flight • Safety and coordination critical • No intent to usurp authority of Search and Rescue and similar organizations – only to coordinate for flight safety • No intent to become involved with NRCC level logistics flight UNLESS runway/ramp capacity dictates.

  13. ICS Group Organization with staff from appropriate ESFs will be used for managing critical areas. E.g. The lack of County Government in most of New England precludes the use of “County Liaisons” or County level ICS Division Organization in New England If tactically justified and approved by the JCG, Liaisons may be deployed to EMA Area Offices and to major municipalities. Such liaisons will form an ICS Division only when designated by the Operations Section Chief Division Organization based on counties if used may not be fully “Unified” due to shortfalls in State and local staff.
