  4. Challenges: Structural • Fragmented non-system of programs for children • Disjointed public education policies

  5. Challenges: Structural • Costs, burdens, confusion of multiple standards, assessments, & reports. • Multiple new initiatives all at once. • Pre-K-20 disconnects

  6. Challenges: Conceptual • Practice vs. standards-based assessment and curriculum. • Reliance on program standards/data in accountability systems with national goals.

  7. Challenges: Technical • Need appropriate assessment tools and methods to report on: • Comprehensive progress/status of students in all domains of learning and development • ELLs and children with disabilities • Equity and quality in diverse local agencies, districts and schools

  8. Challenges: Resources • Limitations and inequities in funding for: • Education Programs • Infrastructure • Risk that accountability efforts ignore and exacerbate inequities in resources

  10. Framing Beliefs • Education of all children is a key to future prosperity. • Programs should be held to performance standards that are documented and verified—Quality programs are essential. • Assessments of program quality and student outcomes should inform policy decisions and be tied to program enhancement efforts.

  12. Infrastructure • Data Management and Reporting • All-in-one place data on: • Children • Programs • Workforce • Unified system of child identification numbers. • Provides for quality assurance of data and assessments.

  14. Action Steps: Legislatures • Provide adequate funding for programs and infrastructure for ongoing assessments and program improvements and innovations.

  15. Action Steps: State Agencies • Develop a strategic plan for accountability and program improvement and innovation. • Create a robust, positive, and rigorous culture for accountability, improvement and innovation efforts. • Enable local Pre-K–-20 partnerships.

  16. Action Steps: Federal Government • “Harmonize” information systems. • Fund development for better assessment, improvement and innovation. • Support ongoing long term investments on children and programs.
