  2. Secretaría de Agricultura, Ganadería, Pesca y Alimentación ARGENTINA INSTITUTIONAL FRAMEWORK OF THE MONTREAL PROCESS • Argentina endorsed the Santiago Declaration that resulted from the sixth meeting of the Montreal Process Working Group held in Santiago, Chile, in February 1995. • The Consulting Technical Committee is at the National Institute of Agricultural Technology (INTA), and the person in charge is Dr. Tomas Schlichter. • The Argentine institutions involved are the Secretariat of Agriculture, Livestock, Fisheries and Food (SAGPyA) and the Secretariat of Sustainable Development and Environmental Policy (SDSyPA).

  9. Secretaría de Agricultura, Ganadería, Pesca y Alimentación Indicator 7.4B - SCOPE, FREQUENCY AND RELIABILITY OF FOREST INVENTORY Scope of current forest inventory of plantation 1997 - 1998 First National Inventory of Forest Plantations and Management of a Related Database The Consortium formed by Aeroterra (Argentina), Tecsult International Limitee and Simons Red Collins (Canada), was in charge of the inventory according to procedures determined by the contract. It began during December 1997 and ends August 2001.

  10. Secretaría de Agricultura, Ganadería, Pesca y Alimentación Indicator 7.4B - SCOPE, FREQUENCY AND RELIABILITY OF FOREST INVENTORY First National Inventory of Forest Plantations and Management of a Related Database General objective • Define an economic, efficient and sistematic system to obtain data for forest plantations and execute the first inventory of forest plantations.

  11. Secretaría de Agricultura, Ganadería, Pesca y Alimentación Indicator 7.4B - SCOPE, FREQUENCY AND RELIABILITY OF FOREST INVENTORY First National Inventory of Forest Plantations and Management of a Related Database Specific objectives • At the Province / region level: • Define areas of plantations (size, location) of all major species, Pinus spp; Eucalyptus spp; Populus and Salix spp; other conifers and hardwoods. • Estimate total wood volume for the main groups of species per province / region. • Produce thematic maps 1:100.000 scale - Infrastructure and forest polygons digitized and adjusted to satellite image Landsat TM5. • Store all the data in a Geographic Information System (GIS). • Establish a database for assisting in the updating of the inventory. • Training personnel in all the phases of the inventory.

  12. Secretaría de Agricultura, Ganadería, Pesca y Alimentación Indicator 7.4B - SCOPE, FREQUENCY AND RELIABILITY OF FOREST INVENTORY First National Inventory of Forest Plantations and Management of a Related Database Regions • Misiones • Jujuy • Salta • Tucumán • Corrientes • Entre Rios • Chubut • Mendoza • Neuquén • Río Negro • Buenos Aires • La Pampa • Cordoba • Santa Fe

  13. Secretaría de Agricultura, Ganadería, Pesca y Alimentación Indicator 7.4B - SCOPE, FREQUENCY AND RELIABILITY OF FOREST INVENTORY First National Inventory of Forest Plantations and Management of a Related Database Regions There are plantations that are not included for different reasons in this inventory • Difficulties to determine the area of recent plantations with trees too small to be seen in the satellite images. • Detection of windbreaks. • Plantations smaller than 5 ha. • Plantations established after 1998.

  14. Secretaría de Agricultura, Ganadería, Pesca y Alimentación Indicator 7.4B - SCOPE, FREQUENCY AND RELIABILITY OF FOREST INVENTORY First National Inventory of Forest Plantations and Management of a Related Database Error • < 10% for each of the 4 regions that contained most of the planted area. The error associated with the estimation of the volume per unit area was: • < 15% for the other three regions where the rest of the plantations were located. In both cases 95% of confidenciality The area of the recently established plantations was underestimated because their trees were too small to be seen in the satellite images. This problem was ameliorated by the fact that 90% of the area planted since 1995 has been registered in a Geographical Information System by SAGPyA.

  15. Secretaría de Agricultura, Ganadería, Pesca y Alimentación Indicator 7.4B - SCOPE, FREQUENCY AND RELIABILITY OF FOREST INVENTORY First National Inventory of Forest Plantations and Management of a Related Database Audits • Geographical Information System and Inventory Section (GIS) of the Forest Division. Secretaría de Agricultura, Ganadería, Pesca y Alimentación Indicator 7.4B - SCOPE, FREQUENCY AND RELIABILITY OF FOREST INVENTORY Proposed Updating Frequency of the National Inventory • The ongoing inventory is defined as a continuous inventory, and the updating it is scheduled every five years. The Unit of the Forest Evaluation System (UMSEF) at the DRFN has been created for this purpose. • UMSEF Institutional tasks: • Inter-institutional links with provinces for periodic updating of the national inventory. • UMSEF Technical tasks: • Integrate tabular and geographical data in a Geographic Information System (GIS). • Define the methodology for monitoring and updating the information of permanent plots. Within the current inventory, sampling plots are defined as permanent plots.

  34. Secretaría de Agricultura, Ganadería, Pesca y Alimentación Indicator 7.4B - SCOPE, FREQUENCY AND RELIABILITY OF FOREST INVENTORY National Native Forest Inventory and Management of a Related Database Objectives of the Inventory • Specific objectives: • Obtain consistent information about the location, extent and condition of forests. • Provide statistical information adequate to the end-users requirements. • Build the required data bases to constitute the National Forest Evaluation System. • Provide the framework for a permanent evaluation and monitoring system. • Provide the tools for the development of future restoration and conservation policies for native forests. • Strengthen the role and operational capacities of the SDSyPA (DRFN) to store, analyze, restore and publish consistent data and information about the native forests of Argentina.

  35. Secretaría de Agricultura, Ganadería, Pesca y Alimentación Indicator 7.4B - SCOPE, FREQUENCY AND RELIABILITY OF FOREST INVENTORY National Native Forest Inventory and Management of a Related Database Argentina forests and woodlands The native forest area of Argentina is estimated around 36 million hectares, this means that about 13 percent of the country continental surface is forest and woodland and its potential commercial capacity is estimated in approximately 15 million hectares. Due to the country extension, the areas covered by native forest are quite different among them. Therefore, they have been grouped in six forest native regions. They present a rich diversity of ecosystems varied in their floristic composition, structure and the fauna they support.
