PRAGATI’S MILESTONES • PRAGATIs Lobby and Advocacy Initiatives have resulted in the state of Uttarakhand is first in the country to pass the Landmark bill titled “The Uttarakhand Panchayat Law (Amendment) Bill 2008” . • It brings 50% reservation in Panchayats for women. •  PRAGATI made a Presentation before the Parliamentary Standing Committee on Personal, Public Grievances, Law and Justice (June, 2007) on the issue of sensitizing the members on “Nyaya Panchayat”. • PRAGATI has developed the Uttarakhand State Module for the Rajiv Gandhi Foundation and is currently developing a multi-mode training for the elected representatives through distance education.

  7. Afghanistan and the Government of India signed a Memorandum of Understanding (MOU). • PRAGATI has been requested to depute its experts to train the Local Self Governance representatives of Afghanistan.

  8. Open Forum : annual Interface meeting organised for 1000 Elected Women Functionaries with represenation from other states also.

LEGAL STATUS OF THE ORGANISATION PRAGATIhas emerged as an independent and autonomous All Women’s Organization andis registered under Societies Registration Act 1860 and under the FCRA, which gives it the independence of accepting Foreign Funds.   10. SKILL DEVLOPMENT THROUGH INCOME GENERATION TRAINING - Trainings have also been imparted on issues relating to gender, legal awareness, skill development (income generation activities) leadership and communication. Women learning how to make vermicompost

  11. PREPARATION OF IEC- Based upon the needs of the community IEC material in the form of books, flash cards etc. were prepared having localized content. Also to ensure effectiveness of the training program modules were prepared.

  12. PC TO PC- At the end of each training program pre-stamped and self-Addressed PCs- Post Cards were distributed to the participants so that they can approach the PRAGATI team for any assistance, Clarification or information in future. Postcards - An effective feedback mechanism

Promoting Community Participation and Gender Equality in Local Governance supported by Canadian International Development Agency (CIDA) • The project was implemented in two districts of Uttarakhand state of India i.e. Dehradunand Haridwar district. • The project was being implemented in Chakrata, Vikasnagar and Kalsi Blocks of Dehradun district and Roorkee, Laksar and Bahadrabad Blocks of Haridwardistrict. • The trainings imparted under the project have substantially raised the awareness of the Elected Women Representatives (EWRs), Self Help Group members and other men and women.

  14. Issues relating to good governance, relationship between governance and community participation, gender awareness, leadership etc, were the topics of discussion • Being meted out to them, any cohesion being used to prevent them from discharging their duties as Panchayati Raj functionaries.

  16. Dr. Justice V. S. Malimath, Chairman, Karnataka Law Commission interacting with the EWRs during the training Dr. Justice V. S. Malimath , Chairman, Karnataka Law Commission and former Chief Justice of Kerala and Karnataka High Court while interacting with the participants focused on the active participation of women in the different fields of health, nutrition and education. He shared that the women should make themselves aware about the different schemes being run for their development.

  17. “Augmenting gender equity in local Self Governance (LSG) through transformative women leadership” supported by the Sir Dorabjee Tata Trust (SDTT) Women from Mori, Bageshwar, Jaunpur and Dehradun called for a symbolic Anti- Liquor Rally creating a pressure on men to cut down on their drinking habits. Thus, addressing the issue of alcoholism in the state.

  18. Some success stories Anganwadi centre in Khaskoti, Block Jaunpur, Dist. Tehri was not running effectively as the woman incharge stayed in a distant place. The SHG women along with others took her to task as a result of which she started commuting to the centre everyday. The centre runs well now. The women played a major role in improving the sanitation condition of the village by getting toilets constructed. Previously the money for such work was not utilized, but now the women approached the Pradhan and got them constructed wherever needed.

  19. In village Sendul, Block Jaunpur, Dist. Tehri,the unavailability of ration was making the living for people very difficult. The women conducted a meeting and decided to send a written declaration to the District Magistrate. This step was appreciated and acknowledged and the concerned retailer of the ration shop was removed by the D.M. As of now, proper ration is available on time in the village

Pragati’s role • Panchayati Rule and Gender Awareness Training Institute (PRAGATI) has implemented the project titled “Women Empowerment Program Through Self-Help Groups” • In Chhachhrauli, Bilaspur and Sadora blocks of district Yamuna Nagar as part of Phase-I. • The project was implemented in 40 villages with special focus on the Muslim minority women.

  22. The success of Phase I led to the implementation of Phase II which extended its geographical coverage to 12 new villages. • Phase III was carried out in 8 new villages. • The latest Phase IV covered 5 new villages. Hence, a grand total of 40 villages have been covered under this project.

  24. A broad outline of the activities which PRAGATI hasundertaken in this phase i.e. Phase IV are as under–

Training on Income Generation Activities with the SHGs. • Linkages with the line departments. • Training on Health Issues. • Training on Legal Issues (Muslim Personal Law, RTI and other women related issues. • Leadership Training. • Capacity Building of SHG members; • Importance of thrift & credit; • Record Keeping and Financial Management; • Bank Linkages; • Role of Micro Finance in economic empowerment; • Training to EWR- extended to only SHG members.

  26. “NAI ROSHNI YOJANA” THE SCHEME OF LEADERSHIP DEVELOPMENT OF MINORITY WOMEN BLOCK – VIKAS NAGAR ,DEHRADUN DISTRICT, UTTARAKHAND. ORGANISED BY – PANCHAYATI RULE AND GENDER AWARENESS TRAINING INSTITUTE(PRAGATI), DEHRADUN COLLABORATION- MINISTRY OF MINORITY AFFAIRS ,INDIAN GOVERNMENT

Nairoshni SCHEME • Six days leadership training for 125 minority community women held in vikasnagar block. • A project supported by Ministry of Minority Affairs. • Took place in 5 villages of Vikasnagar Block. • 125 Women of 5 villages namely-Kunja Grant,KunjaMatakMajri,Daharmawala,Fatehpur,Jattowala • The different sessions of training included legal and social issues related to women.

  28. Laws such as Domestic Violence, Dowry, PCPNDT Act were taught along with other social schemes. • Various Components of Leadership Development were also initiated in minority women.
