What is CLF? 4 A Standard for Government of Canada public-facing Web and e-mail presences; and a best practice for internal web-sites Applies to institutions in schedules I, I.1, and II of the Financial Administration Act Covers thousands of Web sites and millions of Web pages A set of mandatory requirements for Web addresses, Web accessibility, Web page formats and email addresses

Drivers for Change • Accessibility of GC web site content remains a challenge • Desire to add flexibility into the layout and design of GC sites • For example flexible page widths and numbers of columns • Foster use of innovative and emerging technologies in GC websites • For example how to use social media in the context of CLF 2.0 and GC sites in general • Opportune time to review CLF in the dual context of Policy Suite Renewal and the existing dynamic technology environment The CLF update will enable institutions to preserve and build upon the good work already done.

Observations Almost 50% achieved 90%+ on Part 3 (formats) Content Management Systems and provision of CLF templates (developed jointly by TBS and institutions) have helped Micros scored lower overall Dependence on service providers to manage Web presence (limited knowledge and skill-sets available in-house & among service providers) Accessibility requirements do not seem to be well understood and have lower compliancy scores overall Various implementation challenges

Key Challenges: Legacy migration • Accessibility - legacy content • (e.g. PDFs, forms, data tables, maps, historical records, etc.) • Resource Intensive exercise in some cases • Lack of tools to automate conversion • Accessibility - legacy applications • Application and presentation layers not separated – requires code rewrite • Off the shelf software not allowing control of presentation layer Institutions prioritizing by adopting risk-based approach and providing content in alternative formats to ensure accessibility

Key Challenges: Sustainable compliance • Senior management leadership and decentralized governance of Web channel management (CIO, Comms, Business sectors) • Limited accessibility expertise in-house and with external service providers • Application architecture and development lifecycle not addressing accessibility • Limited availability of accessible solutions (Web 2.0, vendor solutions, technical challenges) • Insufficient use of tools to manage Web presence (e.g. Web content management systems, templates, etc.) Management attention and holistic governance are key to sustainable compliance

CLF Update: TB Secretary’s message to deputy heads January 2010 • CLF will be updated to: • Adopt latest version of internationally accepted Web content accessibility guidelines (WCAG 2.0) • Increase flexibility of Website layout and design • Enable institutions to incorporate use of innovative and emerging technologies • Components of the CLF standard will be updated over the next two fiscal years (2010/11 – 2011/12) • Each update will be followed by a transition period to allow sufficient time for compliance   http://www.tbs-sct.gc.ca/clf2-nsi2/12msg-eng.asp

CLF Update: Web Accessibility • Completed two rounds of internal consultations • Web Managers Council • Draft standard and guidelines • Enables institutions to rely on more than just (X)HTML • Increase flexibility for interactive and innovative components • In most cases, very little work will need to be done to update compliant web sites to new standard • Expecting draft Standard on Web Accessibility to be ready for approvals late Summer

CLF Update: Website Layout and Design • Initial consultations completed with CLF Update Study Group • Reduction in the number of mandatory layout and design requirements • Recommended Integration of usability into CLF • Development of Web templates that support a wide range of layouts and designs and enables adoption of innovative technologies • New User Experience working group created to incorporate usability in CLF • Expecting draft Standard on Web Usability to be ready for approvals Spring 2011
