  2. Financial Resources for FSC Activities • Slovenian Ministry of Culture according to the contract with FSC • membership fees

  3. Ministry of Culture of RS • The means provided by the Ministry of Culture of the Republic of Slovenia have recently substantially decreased due to the economy measures of the state

  4. Membership Fees • First five years the financial participation amounted from 2% to 10% of the overall FSC budget; • In the last year the share increased to 15%; • The projection for 2012 is at least 25%.

  5. FSC (2004-2007) • Integrated within the Slovenian Ministry of Culture; • No employees and operating costs; • Low performance of FSC activities; • The greatest part of financial means dedicated for cooperation projects.

  6. FSC Independence (2007-) • Expenses for office rent, employees and operating costs; • Amount of the received financial means remained the same; • Foundation is forced to adjust the means for cooperation projects.

  7. Relaunch of the FSC in 2010 • A new committed functioning and financial operating began; • Two permanent employees (now only Business Manager); • Better performance and support of FSC activities.

  9. Activities in Office Field • Arranged juridical matters, transparent bookkeeping, external experts; • Overhaul of the FSC official website, strategic and communications plan; • Proactive communication and promotion.

  10. Programmes Activities • Financial support for 10 ongoing and 15 one year programmes of cooperation in year 2011, • 5 ongoing and 14 one-year programmes of cooperation in year 2012; • The Board adjusts the means for cooperation projects to the amount of the received financial means.

Activities of the Business Manager • running the main office, • preparation of materials for meetings, administrative work for the FSC Programme Council, • care for legal and status coordination of FSC, preparation of acts, • coordination of project and working groups for fulfilling certain professional tasks,

Activities of the Business Secretary • communicating with the member countries and partners, representation duties, organizing business trips, • keeping the necessary records, preparing reports and plans, • administrative, bookkeeping works, archiving the documentation and taking care of personnel issues.

  13. Other Financial Sources • The FSC makes considerable efforts to obtain external financial resources for its operation, especially for enriching the programmes connecting Slavic cultures.

  14. The Overall Expenses of FSC • The functioning of the FSC Foundation according to the principles of its values and its mission requires certain financial means. • Because of the diminished financial means granted by the Republic of Slovenia for 2012, a projection is made for reduced financial dealings of the Foundation.

  16. Adequate Financial Means • Independent functioning of the Fundation, • efficacious work of the main office, • supporting cooperation projects, • accomplishment of its mission,

  17. Adequate Financial Means • and the commencement of procedure for obtaining the status of a true international and autonomously functioning organization …

  18. Adequate Financial Means … needs at least 140.000 € (with minimal cooperation programmes to the amount of 30.000€).

  19. Equal Participation • Only when the financial participation of all the countries becomes balanced, an equal cooperation will be realized, • and a true commitment to accomplish the mission of FSC will be proved.
