Origins of Verification of Conformity Governments have implemented a Verification of Conformity (VOC) program to reply to these concerns VOC: Regulation implemented by more and more countries (Saudi Arabia, Jordan, Philippines, Kenya, Kuwait….) One of the best options to improve conformity of imported products

Objectives of Verification of Conformity Objectives: protection Consumer Protection Investment Promotion Environment Protection • Provides minimum safety level and health protection • Decreases misleading information and deceptive practices (counterfeits, unreliable claims and ratings) • Increases lifespan of manufactured products(higher reliability of products, less garbage) • Restricts use of substances that could be harmful for the environment

Confirmation of conformity (conformity double check): are they really accepted Free from obvious hazards Additional visual checks per standards: to detect if goods are different from what is claimed in provided test reports/certificates ? Verify conformity to “national deviations”: are goods suitable for the country of destination ? Proof of inspection, indisputable reference for further checks: Photos, inspection report, checklist

Steps of VOC Inspection: VOC Sampling plan VOC Sampling Plan (generic – if not adjusted by specific procedures) “Line item”is understood to be a quantifiable group -generally by number and unit nature (Piece, Set, Kg,..) - of identical products classified under an unique reference. The line items and related quantity are usually described in a “line” in the Packing list and invoice. Each line item shall be inspected. Depending on quantity of the line item, it may be required to inspect several samples to check the consistency between the different samples. Samples shall be selected at random and from different locations (middle, back, front…)

Steps of VOC Inspection: VOC Sampling plan Choose samples for item 1 as per VOC Sampling plan Blank packaging: the product is not visible through its’ packaging and there is no marking on the packaging which identifies the product (name, model, trademark, manufacturer ...). Examples: Printed packaging: The product is in transparent packaging (ex: blister) or the markings on the packaging identify the product inside: name, brandname, model, manufacturer … Examples:

Steps of VOC Inspection: VOC Sampling plan Per line item: Choose 1 Sample from the Batch of samples for deep verification of the design for compliance with checklist (PICL) requirements (safety and quality). As the conformity depends on the design, the latter will not change from a unit to another (except in rare cases which will be detected in 2). Photos of the product and its’ marking will be taken. If batch of sample determined by the sampling plan is > 1:Perform a quick verification on the remaining samples of the batch.Check the quality and the consistency of the different units with the sample that has been checked in 1. These checks will include the verification of the assembly, look of the markings (and not contents which is checked in 1), accessories, leaflet... Report the quality defects detected (in Inspection report, checklist) and notify them to the importer. In case of doubt, contact LO or CRE in order to confirm the classification of the defects.

Steps of VOC Inspection: inspection of the items Identification of the products This step is essential as the exported product is only seen during inspection Conformity of these goods is partially based on acceptance of existing test reports and certificates. Identity shall be established between the inspected goods and the goods for which these Test reports / certificates have been issued. Accurate identification is required to make sure that the exported goods are the expected goods

Steps of VOC Inspection: PICL Make sure the PICL is the applicable one Appropriate country of destination Appropriate scope Current Edition (sent by BV Office / check on BV Portal – VOC Tribe) Same PICL could be used for several model number: Each model number shall be reported on the PICL A new PICL shall be used in case of non conformity (or different answer to a question)

Steps of VOC Inspection: PICL Parts of the PICL PICL are usually divided in 3 or 4 parts: “FILE”: general information about the file and inspected products Questions and requirements: “BASE”: includes very basic requirements concerning the product “STANDARD”: contains requirements related to the accepted international standard (if any). “NATIONAL DEVIATIONS”: lists requirements of the imported country standard

Steps of VOC Inspection: PICL Complete the table (if any) According to inspected product (do not refer to packing list or any other documentation) Report conformity mark and markings that appear on the product Refer to VOC Guideline 05 for details BV file number (KWT 2008 01234) Marking of Country of Origin (CoO) is indicated on product / packaging Tick in “prod” column when CoO marking appears on product and “Pack” when marking appears on packaging

Steps of VOC Inspection: PICL Answer the different questions according to the inspected product Tick appropriate boxes: Yes / ok: the inspected product complies with the question or fulfils the requirement No: the inspected product does not comply or does not fulfil the requirement NA: the question is not applicable Yes/ok: the “rated voltage” in Volts in marked on the product No: The “rated voltage” is not indicated or is not indicated in Volts There is no box for NA which means that “Yes/ok” or “No” are the only applicable answer

  44. Steps of VOC Inspection: PICL Conditional article Several clauses may be applicable for specific products only. When it is the case, a box with “NA” appears at the end of the title. Tick it if the inspected product is not of the type described in the title (no need to tick the questions of this article). No need to tick

  45. Steps of VOC Inspection: PICL When there is a “No” ticked, it means that there is a non conformity. Please verify with the exporter and report the non conformity in the inspection report. Note1: A product in compliance with an acceptable international standard may be in non conformity to the national deviations. Example: truck with all markings and instruction manual in Japanese (the product comply to the international standard and to the specific requirements for Japan but not to the national deviations of the country of destination) Note2: The PICL includes partial requirements that come form the applicable standards. Any non conformity to the PICL shall be reported as it may hide other non conformities that can not be detected during inspection. Any addition of marking made during the inspection in order to comply with the checklist shall be reported in the Inspection Report. This shall be clearly highlighted to the PIC and RC when the added marking is related to the “standard” or “basic” parts of the PICL.

  47. Steps of VOC Inspection: Photos Photos Photos are essential for further verification and proof of inspection. Photos shall be taken for each line item to be verified per sampling plan. Additional photos are necessary in case of non conformity of doubts.
