  2. Part 61: Pilot Licences and Ratings • All Part 61 pilot training and assessments must be done under a Part 141, 119 or 137 certificate • Exceptions are training under the authority of a Part 149 certificate for parachute drop, glider tow or low level aerobatic ratings

  3. Why are we proposing these changes? • To enable regulatory oversight of all pilot training • In line with ICAO best practice • Standardisation of pilot training and assessments • Petitions by industry and the Towards 2005 Safety Forums

  4. Part 141: Aviation Training Organisations – Certification • Standard aviation training organisation certificate • For everyone but different requirements depending on the type of training • Restricted • For one-off courses of a specified length of time

  5. Standard Aviation Training Organisation Certificate • Some requirements are new • Some old ones will be more detailed • Some will be specific to the type of training provided

  6. Flight Training Organisations • Added requirements for flight training, some of which include: • Instructor and student supervision • Maintenance procedures and programmes • Flight following • Fatigue management

  7. Management Systems • An organisational management system (OMS) is introduced for: • PPL, RPL training and BFRs; • Type rating training and competency assessment; and • Aerobatic ratings and assessment. • QA will remain for all other training and assessments

  8. Organisation Management System An OMS for small organisations only providing: • training for the issue of a PPL or RPL: • training or assessment for the issue of an aircraft type rating or aerobatic rating: • biennial flight reviews for the holders of a PPL or RPL.

  9. What is OMS? • OMS is QA without the requirement for formal internal audit • Must contain a system for recording and following up occurrences and problems • Occurrences monitored by an independent person • Feedback and student progress • Inspections to ensure compliance is being maintained

  10. Annual OMS inspection list • Every October I will make sure- • My suppliers are doing the right thing • I am still in compliance • My students are successful • I am up to date with the rules and regulations • My procedures are still current

  11. To make things easier We are developing an exposition guide for small organisations including procedures for: • Training • Assessments • Airworthiness

  12. Advisory Circular • Advisory Circular will have guidelines and acceptable means of compliance • Draft available with NPRM

  13. Costs • CAA costs have been estimated as: • Initial entry costs: • Assessment of application and entry inspection 8 – 20 hours depending on the size and complexity of the organisation (number of staff and training programmes etc) • On-going costs: • Audit 8-16 hours

  14. Timetable • Release NPRM for consultation Oct 2008 • Prepare Summary of Submissions Dec 2008 • Draft Final Rules to Ministry of Transport Mar 2009 • Minister signs rule Sept 2009 • Transition period One year
