Special Inspector General for Iraq Reconstruction’s was tasked to review and report the Department of Defense’s accounting for the obligation and expenditure of Commander’s Emergency Response Program (CERP) funds allocated for Iraq, and how those funds were used. Since 2003, the Army Budget Office reports that it has allocated about $3.89 billion for CERP projects in Iraq. The objective of this review is to determine the extent to which funds appropriated for CERP have been obligated and liquidated, and how those funds have been used.
