Army Force Modernization Plan Army Change at a Glance • PB 05 – dual commitment to supporting and improving the readiness of the current force while ensuring further progress toward a future force • Implemented aggressive equipping initiatives – diversions, cross leveling and accelerated fielding (individual body armor, HMMWV and aviation survivability) • FCS Passed Milestone B, Boeing LSI - $14.8B to be used through FY11 • Validated organization and operational readiness of the first Stryker Brigade (3rd Brigade 2nd Infantry) - Stryker - OSD Approved 6 Brigades to be fielded by FY08 • Modularity – Create modular, capabilities-based unit designs – major change in operational strategy/execution • AMC/PEO - Transformation • An Army in Change and at War Army/AMC Transformation Army Campaign Plan “…the Army recognizes that many, if not most future missions will be characterized by interagency and multinational cooperation…Such cooperation will focus on two key and complementary components – multinational force compatibility and security cooperation.” 2004 Army force Modernization Plan Operational Pace

Force Application capabilities - Aviation • Aviation Modernization* • Aviation modernization and recapitalization of existing aviation systems projected to remain in the fleet into the 2015-25 timeframe are essential to supporting current as well as future operations…This initiative: • Accelerates Active Component (AC) and Reserve Component (RC) aviation modernization efforts • Aligns aviation structure and resources to comply with Future Force requirements • Accelerates divestiture of non-modernized aircraft (AH-1, UH-1 and OH-58A/C) • Restructures and standardizes attack and lift formations across the force • Adjusts RC stationing and alignment to mitigate near-term risk of reduced AC lift assets • Leverages new training technologies to maintain crew proficiency • Invests in improvements for aircraft reliability/maintainability • * 2005 Force Modernization Plan( Draft) Annex D Page 9 Aviation programs funded in PB06.   4. How can USASAC best benefit the U.S. Army? Army Security Assistance • “Where are we going - What we need to do Better”: • Proactive partnership between Industry/PEO/USASAC – early notification of Production • Gaps or Army POM challenges allows for potential FMS offset… • Be more proactive in our forecasting and inclusion of FMS as it relates to the Army budget challenges. • Enhance the sharing of targeted technologies with our foreign partners to help offset development and fielding costs while not compromising our edge on the battlefield. • Include the leveraging of Foreign Military Sales in reaching the Army Transformation Goals.
