(Jan.-Feb.) • EU strategies, policies, SEEAW, ECRINS, JúcarRBD features. • Introductory report on SEEAW and ECRINS. • Report on Júcar River Basin characteristics (climate features, main water uses, drought episodes and tools, desertification aspects). Collection of data and contacts with administrations and other partners. (Feb.-July.) • Data delivery feasibility, improvement of datasets. • Contact with Ministry of Agriculture, Food and Environment (MAGRAMA) liaison with National Statistics Institute (INE). • 2 meetings with CHJ collaborators. • Consultation of data on National Meteorological Agency (AEMET), National Water System (SIA), ECRINS (EEA ftp), EIONET, INE…

  7. Progress of Tasks Apply method by SEEAW and ECRINS specifications.(Apr.-July) • Disaggregation, detailed water resources balance, identification of measures. • In progress. Assessment and recommendations.(Nov.-Dec.) • Estimate optimizations and water saving potentials, propose feasible targets. • To be developed based on results and on stakeholders inputs. Meetings and deliverables. (12 months) • Kick-off meeting: Valencia, 13 February. • Working team meeting: Valencia 25 June. • Several phone/skype/mail communications with CHJ, EMWIS. • Communications with EEA. • Inception report presented on 9 March (description of the action, meetings, works development…). • Expected stakeholder meetings (September/October).

Encountered problem / Approach • Officially approved or publically available data will be used (most recent 2009). • We will manage the most reliable data (in agreement with CHJ). • Uses estimations and supplied volumes will be incorporated (from former RBMP, Hydrological Planning Technical Guidance, surveys –AEAS, irrigation..-). • The “Water Management System” will be used (management unit, union of sub-catchments) • When needed, we’ll take into account aggregated data or models (e.g. “PATRICAL”; simulation model for natural regime, developed by CHJ from the SIMPA model –CEDEX-). • Adjustments/estimations • JúcarRBMP still under development. (SWMI scheme under consultation, most technical works developed during the past 5 years), due to political issues in the district definition. • Data robustness depending on source. • “Demands” as such are not all publically available yet (better control for surface waters than for GW). • Selecting the appropriate scale. • No recorded data for all parameters. • Matching of the political-administrative and natural boundaries of the RBD.

  13. Raised questions • Should we develop water accounts per month or year? (real supplied volumes are available only for specific ranges –e.g. 2005-2006, 2007-2008). • Which specific tables should we use? (e.g. standard, hybrid, supplementary, Annexes 2012 UN SEEAW guide). • Role of the EC in the public participation process. Degree of involvement/participation? • Will the demand optimisation model linked to the Blueprint promoted by EC use these pilot actions’ data? • Will there be a link between the pilot actions and the national results of the Joint Questionnaire OECD/Eurostat?

Next steps • July-August: compilation of rest of data, development of water accounts • September: share results with CHJ (3rd Technical meeting), and after that with stakeholders, providing them a period for consultation and inputs. • End September-October: Organisation of stakeholder event in Jucar RB. • More concise results and water accounts • Review of works, recommendations, desertification indicators assessment • November-December: International dissemination through session.
