Chapter 2 – Office of the Assistant Secretary General • The Office of the Assistant Secretary General provides essential services to the Organization’s policy-making bodies through its dependencies: the Executive Office of the Assistant secretary General (Subprogram 24 A); the Secretariat to the General Assembly, the Meeting of Consultation of Ministers of Foreign Affairs, the Permanent Council, and Subsidiary Bodies (Subprogram 24B); National Offices and Units of the General Secretariat in the member states (Subprogram 24C); and the Department of Conferences and Meetings Management (Subprogram 24D). • 2018 Execution: $12.646.600 • 2019 RF approved budget: $12.370.300 • 2019 ICR approved budget: $89,700 • Total 2019 approved budget: $12.460.000 • 2020 Proposed budget: $11.619.100 A reduction of $840,900 in the regular fund proposed budget for 2020 will have a significant impact on the quality of the services provided annually.

Chapter 2 – Office of the Assistant Secretary General - Object 1 • Vacant English Editor post - not included in Subprogram 24 B. • Vacant P1 post (currently under competition) financed with ICR – not included in Subprogram 24 C - Coordinating Office for the Offices and Units in the Member States . • Vacant posts for Representatives in Suriname and Trinidad & Tobago - not included in Subprogram 24 C. By 2020, 14 offices will have no representative. • Post for Conference Specialist being left vacant this year by retirement is not included in Subprogram 24D. • Vacant post for driver is not included in Subprogram 24 A. • The 2020 budget does not include the needs mentioned in Appendix 5 to Resolution AG/RES. 1 (LIII-E/18). To date, there has been no internal transfer of a P-2 post to perform the functions of the Audiovisual Technician for DCMM . Regarding the two assistants in the Executive Office who in 2019 have been covered by CPRs, in 2020 there will not be enough funds to cover these two contracts.

  4. Chapter 2 – Office of the Assistant Secretary General – Non Personnel Object 2 to 9 • Subprogram 24 A - Office of the Assistant Secretary General will need reinforcements to cover the cost of the two CPRs of the Executive Assistants in the front Office. • Subprogram 24 B – Office of the Secretariat of the General Assembly, the Permanent Council and Subsidiary Organs will need additional funds to renew on a full time basis the consultant that supports the document section. • Subprogram 24 C - Without the ICR post in the Coordinating Office, additional funds will be needed to cover the cost of the consultant that fulfill those responsibilities. • Administrative/financial management of the Technical Unit for Argentina was transferred at the end of 2018 to the Coordinating Office however the 2020 budget in Subprogram 24 C does not include the funds needed for its operations, which amount to $100K per year.

Chapter 2 – Office of the Assistant Secretary General – Non – Personnel Object 2 to 9 • Subprogram 24 D – The Department of Conference and Meetings relies heavily in contracts to supplement needed personnel due to the elimination of staff positions. Each year the allocated budget has not been sufficient relying on reinforcements to cover basic contracts. • Subprograms 24 E to 24 N Meetings of the Permanent Council, its Committees, CIDI, the ordinary and extraordinary sessions of the General Assembly – the Budget proposed for meetings of the Political Bodies is not sufficient. In 2018 this cost was $1.197.200 and approved budget was $990,700. Each year we rely on reinforcements to cover these costs. • As a political Organization that responds to emergent political issues, the number of meetings convened vary according to the particular political needs and therefore the budget should accurately prepare for this.
