QUESTIONS AND ANSWERS Q.1. Addendum #2 indicates a second revised scope of work with 12 different items that could be a part of each bridge rehab.; will further detail be issued as to which items of work will be performed on each of the structures in order to more accurately propose the amount of staffing and hours required for each structure? A.1. Plans at pre-90% ADP are available for review at 2 Rector Street, 8th Floor. Q.2. Since no drawings are being made available for review – can a pre-proposal meeting be held to discuss some of the details of this project which haven’t been explored in the RFP (i.e. – staging of work / multiple inspection crews / multiple resident engineers / day vs. night work / permit stipulations from OCMC, etc.)? A.2. This is one Construction Contract and will have one Resident Engineer and one rented field office location for the entire construction duration (1095 CCD’s). It can be anticipated that there may be some night time work depending on the Railroad and Lane Closures permits. Q.3. In the two prior scopes of work, environmental monitoring was a part of the REI’s scope of work. In Addendum #2, that has been removed from the scope. I would like DOT to clarify / confirm that the REI will not be required to provide any Environmental monitoring / hazardous waste management services as part of their scope for any of the 12 bridge rehabs. A.3. This was answered in Addendum #2. Proposers are advised to review the plans to determine extent of work. However, likelihood of environmental monitoring work is very minimal.
QUESTIONS AND ANSWERS (CONT’D) Q.4. The revised scope of work in Addendum #2 states that “Community liaison as directed by Bridges shall be part of REI services.” This direction needs to be provided now during the RFP stage, so that the appropriate approach and staffing can be considered for the technical and staffing portions of the RFP – please clarify for which projects / structures the Community Liaison needs to be provided and if for the entire duration of the reconstruction of the said structures? A.4. Consultant is required to propose staffing and or approach towards needed community liaison based on their experience and judgment. However full time services will not be necessary. Q.5. Will these 12 bridges be part of one construction contract or will multiple contracts be let for the reconstruction of these structures? A.5. Yes, this will be let as one construction contract. Q.6. Will these 12 bridges be reconstructed concurrently (at the same time) or consecutively (one after the other)? A.6. Construction scheduling / sequencing of bridges will be provided by the Construction Contractor. Q.7. If the answer to #6 is concurrently, will there be a constraint as to how many bridges can be re-constructed by a contractor at the same time? A.7. Yes, there is a constraint, the contractor will not be allowed to work on more than four bridges concurrently.
OTHER ISSUES • ANTICIPATED NTP DATE OF CONSTRUCTION CONTRACT: JUNE 2009 • STAFFING SHOULD BE SOLELY BASED ON EXPERIENCE AND JUDGMENT • ONE FULL TIME RESIDENT ENGINEER FOR ENTIRE DURATION OF CONSTRUCTION • NO CONSTRUCTION WORK WILL BE ALLOWED WITHOUT THE PRESENCE OF A SENIOR INSPECTOR / INSPECTOR • PROJECT MANAGER’S SERVICES SHOULD BE AVAILABLE AS NEEDED • OFFICE ENGINEER’S SERVICES SHOULD BE PROVIDED AS NEEDED • COMMUNITY LIAISON’S INVOLVEMENT IS ANTICIPATED TO BE MINIMAL
