  2. About Overland Pass Pipeline • Approximately a 750-mile transmission pipeline • Originates in Opal, WY and ends at Conway, KS • Traverses 23 counties in 3 states • 90% of route follows existing utility corridors • Transports natural gas liquids (NGLs)

About Overland Pass Pipeline • Approximate $450 million capital investment • 14 and 16-inch diameter pipe (varies) • Made of high-strength steel • Buried minimum of 36” below ground • Maximum operating pressure 1,440 psig (Prior to start up pipe is tested to 1800 psig) • Pipe capacity range 90,000-150,000 barrels per day

  6. Pump Stations • 3 pump stations used to move NGLs • Two in Wyoming - for startup • One in Kansas - for maximum capacity • This project is more efficient because gravity helps move the product (meaning fewer pump stations required)

  8. There are two NGL Hubs in the U.S. where mixed NGL Products are fractionated, or separated into individual components • Mont Belvieu, Texas • Conway, Kansas (includes multiple areas) • Bushton, Kansas • Hutchison, Kansas • Mitchell, Kansas • Conway, Kansas

  10. Anticipated Project Schedule Current • Ongoing environmental/cultural surveys • Submit major permit applications Summer 2007 • Target date to receive regulatory approval • Begin construction Winter 2007-08 • Pipeline in service

Regulatory • Bureau of Land Management (BLM) is lead federal agency managing the regulatory process, they will consult additional federal and state agencies along the pipeline route • This project is undertaking the completion of an Environmental Impact Statement (EIS) which will fall under the federal NEPA and 106 guidelines
