External Context • The Future of HE White Paper, 2003 HE participation to be increased from 43% to 50% (18-30 yr olds) • HEFCE Strategic Plan 2006-11: 4 core aims ‘widening participation and fair access’; ‘enhancing the contribution of HE to the economy and society’. WP defined as: ‘To promote and provide the opportunity of successful participation in HE to everyone who can benefit from it.’ Lower socio-economic groups. Flexible, lifelong and workplace learning. • Leitch Review of Skills, December 2006, and Government response, World Class Skills*,July 2007 40% adults to be qualified to level 4 by 2020 (*36% by 2014); employer focus – national OU employer engagement group

External Context – ‘Gorard’ Report July 2006 • Review of research on widening participation for HEFCE: critical of evidence of impact • Causes of non-participation are long-term • ‘Typical learning trajectories’; strong influence of parents and early life/schooling • ‘Lifecourse’ of the individual – shift from ‘barriers’ (e.g. cost of HE) approach • OU – developing a family focussed Widening Participation strategy: ‘Working with Communities, Working with Parents’

Regional Office structure • External Development and Widening Participation Team, includes regional marketing activity; wide range of regional contacts • External development: programme of advice events, e.g. Museums; Adult Learners Week • Widening Participation - main strands: (i) Aimhigher partnerships; (ii) Lifelong Learning Networks; (iii) Sure Start, Early Years and Schools; (iv) FE Campaign; (v) Community based activity and local stakeholders; (vi) External Careers and IAG; (vii) Student voice

  5. Aimhigher projects • Adult learners project with Birkbeck College • English Language and Literacy practitioner project (FE/HE Interface) • Reaching parents whose children attended summer school • Student ambassadors

  6. Lifelong Learning Networks • Involved in two out of five LLNs in London: Linking London and The Creative Way; national OU practitioner network • Progression from level 3 to level 4; vocational and disciplinary focus; mainly FE/HE but also skills stakeholders; additional student numbers • Linking London LLN: public and community service focus covering education; health; voluntary and community sector • Board and practitioner groups; IAG mapping; co-Chair Guidance Group; Development Fund ‘Reach Out’ project.

  7. LLNs continued… • The Creative Way: Thames Gateway regeneration area; cultural and creative industries • Board and practitioner group membership; Development Fund Project: using flexible, home-based study to support student progression

  8. Sure Start and Early Years; Schools • Reach Out Project: Camden; Hackney; Haringey; Islington; Lambeth; Newham • Children’s centres • Early Years Service • Stockwell Primary school: childminders, classroom assistants and teachers • Camden Parent Council initiative

FE Campaign • 40% of HE students come from FE • Government initiatives drive closer working between HE and FE; progression for vocational level 3 students • Approached about 20 FECs in London • Discussion with HE/ Aimhigher coordinators; Heads of Access/ Student Services – low awareness of the OU • HE Fairs • Taster teaching sessions

  10. Community based activity; local stakeholders • Events in community venues e.g. Sutton House, Black History month • Capacity building through Reach Out project • Careers/ IAG providers • Student voice: student ambassadors
