  1. Briefing on Application for Lotteries Fund Grant for Subvented Residential Care Homes for Persons with Disabilities to Undertake Fire Safety / Building Safety Rectification Measures(Second Phase) Social Welfare Department 12 April2011

  2. Background • The Government has introduced the Residential Care Homes (Persons with Disabilities) Bill (the Bill) into the Legislative Council on 30 June 2010. • To regulate the operation of all Residential Care Homes for Persons with Disabilities (RCHDs). • To ensure the service quality including fire safety / building safety (FS / BS) requirements.

  3. Rectification Measures Required • In 2007: SWD completed a preliminary survey on the FS / BS conditions in subvented RCHDs. • Before August 2010: SWD has updated the FS / BS conditions by re-visiting subvented RCHDs. • Rectification measures are required to meet the future licensing requirements. Note: FS: automatic / manual fire alarm systems, sprinkler systems, emergency lighting and exit signs, etc, BS: means of escape, locking devices, structural requirement, lighting and ventilation, unauthorized building works and fire resistant construction separation, etc.

  4. Funding Support • Lotteries Fund Advisory Committee has given agreement-in-principle for the use of Lotteries Fund (LF) for subvented RCHDs to undertake FS / BS rectification measures.

  5. Application for LF Grant (1) • To launch invitation exercises by two phases: • First phase : April 2010 • Second phase: April 2011

  6. Application for LF Grant (2) • Second phase of invitation (April 2011) - Individual subvented RCHDs are invited to apply for LF. Applicant organizations: • to complete the application form attached to the invitation letter, and • to submit the applications, together with the required documents by hand or by post to the Registration Office of Private Residential Care Homes for Persons with Disabilities (ROPRCHD) of SWD.

  7. Closing Date for Application (1) • 30 June 2011 For applications having comparatively simple and straightforward FS / BS rectification measures.

  8. Closing Date for Application (2) • 31 October 2011 For applications: • requiring vetting from Architectural Services Department or approval from relevant authorities (e.g. Fire Services Department, Buildings Department), or the management of the premises (e.g. the Independent Checking Unit of Housing Department). • with rectification costs exceeding $500,000.
