Procurement StatusIn order of Schedule Priority PDR RFA #10 List of Subsystems Awaiting Final Analysis & Selection • Tanks - ARDE Corp. • First TIM held in September 2003 • ICD signed off • Long lead procurements started • At least 4 months of schedule contingency for Probe 1 • No issues • Reaction Control System - Aerojet • First TIM held at Aerojet November 10th • ICD started • Long lead procurements started • Base Plate simulators will be built by Aerojet based on Swales drawings to begin buildup of systems • Interfaces with Latch vendor begun to characterize magnetics • Will trigger Option 1 for larger Thrusters this week (SCN #3) • This change will afford operational efficiency therefore reducing risk on the program • At least 2 months of schedule contingency for Probe 1 • No issues THEMIS MPDR PM 11/12/2003

Procurement StatusIn order of Schedule Priority con’t PDR RFA #10 List of Subsystems Awaiting Final Analysis & Selection • Separation System - Swales Aerospace • ETU detail design in full swing • Long lead procurements for ETU to begin December 2003 • Weekly reviews to begin 11/17 on Schedule Status • Bus Avionics Unit - GDDS/Swales • Commercial processor card in use at Hammers since August • Swales to purchase 2nd commercial processor card for FLATSAT Nov 03 • Several meetings held at GDDS to discuss development & pricing • GDDS on contract for processor board EDU development & I/F design • Swales working preliminary designs of Power & Comm Card with hand over to GDDS in December for full EDU development • Currently working second revision of Processor Board Specification • Plan is to migrate to a FFP for Processor Board & BAU flight production • At least 1 month of schedule contingency for Probe 1, however EDU can be used as backup to start Bus I&T in early 2005 • Need to work FPGA & bulk memory parts procurement schedule (CFE) THEMIS MPDR PM 11/12/2003

Procurement StatusIn order of Schedule Priority con’t PDR RFA #10 List of Subsystems Awaiting Final Analysis & Selection • Transponder – Competitive Procurement • Proposals received 10/30/03 and management evaluation completed • Management questions sent out 11/06 with response due back 11/10 • Technical evaluation completed by Swales need to work some issues with UCB MOC • Fact finding & negotiations scheduled for 11/18 – 11/20 • Expect award week of 11/24 with concurrent long lead procurement turn on • Only issue is lock in of Transponder frequency and schedule • Sun Sensor - Competitive Procurement • Proposals expected 11/17/03 • Have responded to a number of questions from Adcole • Attempting to secure spare parts (20) from ST-5 program (LM6144 IC) • Request sent to ST-5 programs & Explorers Office last week • Expect award end of November 2003 • Schedule should not be an issue THEMIS MPDR PM 11/12/2003

Procurement StatusIn order of Schedule Priority con’t PDR RFA #10 List of Subsystems Awaiting Final Analysis & Selection • Batteries – Competitive Procurement (2 vendors) • The SOW and Specification are in second round of review at Swales • Anticipate release of RFP week of November 17th with response due middle of December • Trade will be between cost, battery sizing (amp-hrs) and mass from bidders • Potential to leverage ST-5 work in this area • Do not expect schedule to be problem • Award late December or early January 2004 • Antenna - Competitive Procurement (2 vendors) • The SOW and Specification are ready for release pending completion of Ball Aerospace RF pattern study. Completion of study scheduled for end of November. As stated at PDR study to date looks promising. • Assuming no issue with pattern study RFP will be sent out early December with responses due back late December (if there is no interest by second vendor we will forgo competitive procurement and sole source which would reduce cycle time) • Do not expect schedule to be a problem since patch antennas are generally not long lead • Expect award end of January 2004 THEMIS MPDR PM 11/12/2003

Procurement StatusIn order of Schedule Priority con’t PDR RFA #10 List of Subsystems Awaiting Final Analysis & Selection • Solar Arrays – Competitive Procurement (2 –3 vendors) • The SOW and Specification are in second round of review at Swales • Proposed layouts being reviewed by UCB/UCLA • A number of layouts have been proposed with different cell sizes and patterns to minimize magnetic characteristics • Anticipate release of RFP mid December with response due middle of January 2004 • Do not expect schedule to be problem since pacer will be Swales panels • Contract will allow for early long lead procurement. • Certain vendors have overstock from commercial programs reducing cycle time • Award late January 2004 • GYROS – Stock Item produced in quantity with Swales specifying the highest grade • Structures – Generally produced in-house • Composite structures (Probes) are being worked with manufacturing organization and Swales has significant capacity (Tooling design has been started) • Large machining parts can be done at a number of local vendors or in-house • EGSE – COTS Equipment • With exception to RF Racks all equipment is literally off the shelf and will be configured at Swales • Procurement to start early January 2004 THEMIS MPDR PM 11/12/2003

Major Milestone Schedule #1 • General Assumptions • Five day work week with 8 hrs per shift • Exception to above rule will be TV/TB testing and major moves • I&T schedule constrained by Team availability starting with Probe 1 build • Weekends can be used to make up schedule prior to mission I&T THEMIS MPDR PM 11/12/2003

  10. Major Milestone Schedule #2 UCB has identified that the Instrument suites will be available earlier allowing for the early start of integration at Swales Bus Integration Schedule Contingencies Currently working day to day scheduling flow with UCB THEMIS MPDR PM 11/12/2003

Major Milestone Schedule #3 Probe Carrier Schedule Contingency is in parallel with Probe schedule contingency Note Probe #1 has significant slack at end of I&T since it starts earlier than all other Probes. This allows for, pending I&T Team/EGSE availability, to use Probe #1 in mission simulations THEMIS MPDR PM 11/12/2003
