  2. Theme <Buildings>Overview description INSPIRE Directive Geographical location of buildings TWG BU A wide definition including buildings and constructions Considered as under scope of the theme Buildings are constructions above and/or underground which are intended or used for the shelter of humans, animals, things, the production of economic goods or the delivery of services and that refer to any structure permanently constructed or erected on its site. Articulation with themes AF, PF and US Theme BU focus on physical view point Themes AF, PF, US focus on the activity/service view point INSPIRE Conference, Edinburgh 2

  3. Theme <Buildings>Main achievements - Use cases Census - Statistics Census Urban units Environmental statistics / Reporting Urban expansion Infrastructures Environment Safety Natural risks (flood, fire, earthquake, landslide) Human risks (transport) Prevention / rescue management Pollutions (air, noise, sol) Quality of habitat Sustainable buildings (energy, …) Historical interest Definition of urban areas Urbanism planning and monitoring Location for new infrastructure Infrastructure management Public patrimony management and valorisation City maps Thematic / tourism maps Risk / travel maps 3D models Communication – Public awareness

  4. Theme <Buildings>Main achievements - Profile approach

  5. Harmonisation at European level Harmonisation at national/local level Out of INSPIRE theme BU Owner/tenant Basic cadastral data Basic topographic data Widely available Detailed activity Interior of building Detailed topographic data Rarely available Core profile Extended profile

  6. Theme <Buildings>Main achievements - Core 2D profile Common attributes of OtherConstruction and AbstractBuilding are grouped under feature type AbstractConstruction Common attributes to feature types Building and BuildingPart • Only 3 instanciable feature types: • Building • BuildingPart • OtherConstruction City GML concept

  7. Theme <Buildings>Open issues – Extension of scope • Feature type : OtherConstruction

  8. Theme <Buildings>Open issues – Status of cadastral data • Cadastral data • building units • link to addresses and to cadastral parcels • official area • official value • Benefits: give flexibility at MS level to adapt INSPIRE profile to national context and regulation • Risk: no effort (no fund) is spent to make cadastral data conformant to a non-normative profile

  9. Theme <Buildings>Open issues – Classification of buildings Based on Eurostat classification Mainly based on international use cases (air traffic, marine navigation) More information to be found in themes AF, PF and US Both code lists are extensible by MS • Current status classification according to: • the activity hosted by the building (for management use cases) • the physical aspect (for mapping purposes)

  10. Theme <Buildings>Open issues – Classification of buildings • Open issues • Technical : • some inconsistencies with US • possible improvements • Political: • Data producers have more detailed classification of Buildings (schools, hospitals, …) • This information should/might be provided under theme US (or AF or PF) • But data producers would prefer to supply it under theme BU • Review also data specifications of facilities themes (mainly Governmental Services) • Should TWG BU propose more detailed classification of buildings? Give your point of view on this issue • Provide available information about responsibilities at MS level (if already defined)
