Innovation • Innovation is useful application of the new idea or method • In organisations it means • New or improved process • New or improved service • New or improved product • Innovatin in public administration is similarly achieving towards user satisfaction • Social innovation is useful application of the new idea or method for public good • Meaning of the innovation, public administration innovation as well as social innovation have been mystified and institutionalised in Europe

Social capital • Social capital is the degree to which a community or society collaborates and cooperates (through such mechanisms as networks, shared trust, norms and values) to achieve mutual benefits. • Social capital is oriented towards development and growth of welfare if values and norms of the members of the community are trustful and cooperative • Social capital deals also with very pragmatic, mutually beneficial activities • Social capital deals with both issues of quality and quantity of social cohesion and collaboration
