Moldova’s Open Data Program: Results • 1st among Eastern Europe & CIS countries to launch a national Open Data portal • Open data fully integrated into eTransformation & Open Government programs • Elaboration of comprehensive OGD Program -- portal is just a part of it • Over 20,000 downloads, 10,000 visitors, over 250 datasets in 5 months • Open Data Directive covering all government, with 18 agencies complying • 1st country to release full public expenditures database under BOOST • Co-creation events produced apps with real value • Adoption by Municipality of Chisinau of alerte.md • App for people with disabilities funded from AED

The Moldova Open Data Journey: Catalytic Role of the Bank • Started in Dec. 2009 and took 1.5 years to culminate in Open Data Directive and Portal Launch in April 2011 • Moldova PM asked the Bank to (1) support his Governance eTransformation (GeT) vision during visit to Washington DC in January 2011 and (2) mobilize a group of leading global eGovexperts. • In March 2011 the GeTProject concept note was agreed based on the Govt's request to go for "next practices rather than best practices“, including open data. • A concept note on OGD for Moldova was put together by the Bank eTransformation team in July 2010. • President Zoellick visited Moldova in August 2010 and talked about WB Open Data initiative at eTransformation Roundtable. • A high level expert group of leading Gov CIOs (UK, US, Canada, EU, Singapore, Estonia et al) advised PM office and Ministry of ICT on the value of Open Data in September 2010. • the GeT project and relevant section was added to the PAD. A videoconferenced Workshop on Open Data was organized in October 2010 for a large audience of civil society and government stakeholders featuring recorded video by Tim Berners Lee, CheckMySchool project in Philippines and a local pilot project. • In November 2010 the Govt decided to launch OGD initiative and asked the Bank and USAID for help  launch of OGD Directive and Portal in April 2011

Role of Leadership and Knowledge Sharing 4 consultations with HELP experts on Open Data, Cloud Computing, CIO role, e-Gov Strategy, culminating in the Aug 12, 2010 eTransformation Leadership Roundtable in Chisinau, Moldova with participation of Robert Zoellick, the President of the World Bank Group, Prime Minister VladFilat, most Cabinet Ministers and Deputy Ministers
