Our team is accustomed with design build projects. We are finishing the Dixie Flyover project in D4. The very first ARRA Design Build in the State of Florida! We are very familiar with the local features and common issues found on rest area projects. Our team was the CEI in charge of monitoring the construction of the rest area on I-75 (Alligator Alley) in Broward County CPC Construction Engineering and Inspection Services

Awareness of Project MANAGEMENT APPROACH CPC’s team is available to mobilize when construction begins in late 2012 Key senior staff ready to enter ongoing Design Build process and attend required conceptual/ design meetings. Our team consists of 5 diverse specialty companies with the proper resources to provide District One with expertise and support during: • D/B firm selection process • Design • Pre-construction stage • Construction • Final Acceptance • Post-construction The CPC TEAM will take a proactive approach. We have already identified key issues and will continue to address and resolve ongoing issues from inception until final acceptance of the project. Awareness of Project DEMOLITION AND RECONSTRUCTION The D/B Firm will prepare plans for demolition and reconstruction of a new LEED certified Rest Room Facility • THE NEW FACILITY SHALL PROVIDE: • 16 Men’s and 24 Women’s rest room fixtures • 4 Family Rooms • Vending Area • Recycling Areas • Storage Areas • Security Office • Break Room • WIFI conduit and shelf • 16’ x 30’ Stand Alone Storage Unit CPC Construction Engineering and Inspection Services CEI LANDSCAPING GROUPING

  7. Awareness of Project WASTE WATER TREATMENT PLANT The D/B Firm will design and construct the replacement of the existing plant located on site. This facility must be designed and constructed to accommodate: • South Rest Area Building • Future North Rest Area Building • Public Safety Center • 30,000 gallons per day from Broward County Rest Area • Additional 30% Future Expansion • The D/B Firm must coordinate with DBI • (Asset Management Contractor) for the removal and salvage of several pieces of equipment CPC Construction Engineering and Inspection Services CEI LANDSCAPING GROUPING

  9. Awareness of Project RECREATIONAL ACCESS AREAS The D/B Firm will design and construct Two Recreational Access Areas for the Big Cypress National Preserve; one on either side of I-75. Each area will incorporate: • 15 Single spaces • 25 Truck/Trailer spaces • Parking Area Bar Gate • Automated 12’ wide vehicular gate • Self-closing ped gate to the Florida Trail • 10’ high Wildlife fence • Electrical meters • Lighting with the exception of the arms and luminaries CPC Construction Engineering and Inspection Services CEI LANDSCAPING GROUPING

  10. Awareness of Project COLLIER COUNTY PUBLIC SAFETY CENTER The D/B Firm will design and construct a LEED Certified Public Safety Center within the FDOT right-of-way. Compare with the Division 1 Design Build Specifications, Minimum Technical requirements for Public Safety Center, Value Added Specifications, Technical Provisions, NEPA Documents, ERP Permit and Right of Way Documents to determinee conflicts. Approach to Project - Contract AdministrationPRE-ACTIVITY MEETINGS • PRIOR TO CONSTRUCTION: • Pre activity meetings: Clearing and Grubbing, Demolition, Rest Area Closure, Specialty Trades (Electrical, Plumbing, HVAC, Roofing), Waste and Water Treatment Facilities, Asphalt, Lighting, Landscape, Drainage • Each and every one of our major construction activities will involve a pre-activity meeting. Our Key Personnel, Specialty Inspectors, the D/B Firm, DBI, the Department, Collier County (when necessary), and BCNP (when necessary) will attend the mandatory meeting. Discussed will be the contractor’s work force, location of activities, contractor’s approach, duration of activities, and points of contact. • Once work begins, should items/issues arise that were not discussed during the pre-activity meeting arise, a follow up meeting will take place immediately to address these issues. Approach to Project - Contract AdministrationCONTRACTOR QC PLAN • PRIOR TO CONSTRUCTION: • Approach: The CEI Team will review the Contractor’s QC Plan and provide comments to the contractor relating to content, equipment, qualified testing personnel and materials/design mixes. • Once comments have been addressed, QC Plan will be forwarded to District Lab for final approval. It is the CEI team’s responsibility to ensure that the QC Plan is being followed at all times and inform the DOT LAB immediately of any changes. • Changes to QC Plan will require a Revised QC Plan Submittal from the contractor requiring the same approval process as the initial QC Plan. Approach to Project - Contract Administration WEEKLY PROGRESS MEETINGS Approach: Every week a progress meeting will be held with the PE/PM, PA, Inspectors, CSS, and the D/B Firm to discuss the project schedule as it relates to construction activities, shop drawings, submittals, deliverables, coordination etc... From these meetings, resolution to pending items will be discussed and documented and action plans and time frames established for the completion of any outstanding issues. Items that the PE/PM deems critical will be categorized as a “HOT ISSUE” and forwarded to Tim Hendrix as a notification. The notification will identify the issue, provide recommended alternatives/action plans as well as timeframes and results. He will review and approve regular hours on a weekly basis. • Use of dynamic spreadsheet to track negotiated hours vs. actual hours • All overtime will have to be approved in advance and it will be tracked on a separate spreadsheet • Workforces will be scheduled accordingly • Support specialty staff will be used on an as needed  basis only • If workload is slow then personnel will take vacation time in a staggered and coordinate manner to create savings for the department.
