The Largest System of Public Higher Educationin the World • We serve 2.7 million students • Over 70% of the state’s public college students • 1/4 of all community college students in the country are enrolled in California’s community colleges • System of FIRST Choice in public higher education • We serve the “bottom” 100% of students!! 2

  3. System-wide Facilities Needs= $35+ Billion over next 10 years • Need 15m new ASF to support enrollment growth • Need to modernize 28m ASF of existing space • 74% of total inventory over 25 years old • 60% of total inventory over 40 years old Palmdale briefing 3

CCC Facilities Resources • 64 of 72 districts have passed a total of • $22.8 Billion • in local GO bonds since Prop 39 • Recent and State funds for capital outlay • $1.507 billion in 2006 state education bond • 2006-10 $ 1.502 million assigned to specific projects • $2.6 billion planned for 2010 state education bond • BOG already assigned $1.5 billion to specific projects - 2010-12 • BOG to assign remaining $1.1 billion this July-Nov 2009 – 2011-13. 4

  7. State Agencies • BOG = Board of Governors, California Community Colleges • State Chancellor’s Office • CPEC = California Postsecondary Education Commission • DOF = State Department of Finance • LAO = Legislative Analyst Office

Requirements • All community colleges and center sites must be approved by both BOG and CPEC prior to submitting a request for state capital outlay to DOF. • Project must be supported by the Governor (BOG and DOF) and the state Legislature (LAO) before funds will be authorized • State financing must be available (Voters)

To Receive State Capital Outlay General Procedure Timelines BOG approval before June 30, 2010 CPEC approval before June 30, 2010 District submits IPP 7/1/10 concept clear BOG approves IPP 10/15/10 District submits FPP 7/1/11 BOG approves scope FPP 11/15/11, BOG approves spending plan 3/12/2012 BOG gives DOF its request 4/15/12 Voters approves state Bonds 11/2012 DOF supports project before 1/15/13 LAO Legislature Governor supports project before 6/30/13 Funding starts when 2013-14 budget signed • BOG recognizes site as State approved • CPEC recognizes site as State approved • BOG approves project concept (IPP) • BOG includes project cost and financing in formal Capital Outlay request • Competes against other growth instructional proposals • Sufficient funds expected to finance all phases of projects chosen • DOF, LAO, Legislature, and Governor agrees to support project • Legislature and Voters authorize Bond funding
