  5. USDE Requirement When a district receives Title I funds, the district must have documentation that confirms either: • All three components of the SNS Methodology OR • A statement of exemption

  6. Purpose of the SNS Provision • The purpose of a supplement, not supplant provision is to help ensure that federal grant funds are expended to benefit the intended population defined in the authorizing statute, rather than being diverted to cover expenses that the LEA would have paid out of other funds in the event the federal funds were not available. In this way, the federal government can ensure that the level of state and local support for a program remains at least constant and is not replaced by federal funds.

  7. TEA Guidance on Supplement, not Supplant • Based on TEA guidance, districts that have one campus per grade span with no duplication of grades, will not be required to demonstrate a methodology for Supplement, Not Supplant.

  8. Clarification Duplication of grade span… USDE’s interpretation of grade span means two or more campuses of the same type: • High school • Junior high/middle school • Elementary

  11. 5 PIC Codes to consider • 11 – Basic Educational Services • 21 – Gifted & Talented • 22 – Career and Technical (only to appropriate grades/campus type) • 23 – Services to students with Disabilities • 25 – Bilingual Education and Special Language Programs • 31 – High School Allotment (only to appropriate grades/campus)

  14. 7 Components of the SNS Methodology • Statement of the methodology • Criteria used in methodology • Mathematical calculation formula In the chat, identify which of the three components you think will be most challenging for you.

Statement of the Methodology • State whether the allocation of State and local funds was determined on a districtwide basis or by grade span • Remember that grade span here means campus type: high school, middle school, elementary • State the type of methodology used (per-pupil or weighted or personnel and non-personnel costs or…) • Include a restatement of the statute/purpose of the SNS requirement

Criteria used in Methodology • The LEA’s description of its SNS methodology must include the criteria used to distribute State and local funds to campuses: • District per-pupil amount for State and local funds; • Weights assigned, if any; • Classes of personnel, if applicable; • Other – LEA would specify

  17. 3. Mathematical calculation formula • “Show your work” • Provide the mathematical formula showing how calculations were made; otherwise, an auditor will determine his/her own calculation of the methodology.

Validation Timeline • Two LEAs per ESC area will be randomly selected – no multiple hits, so if chosen for another validation, you will not be chosen for this one • In 2018-2019 the validation is REPORT only • Technical Assistance required to fix any subpar methodologies/exemption statements for 2019-2020

  20. TIMELINE in 2019 –draft at this point • Jan 14 – selected LEAs notified • Jan 22 – deadline for LEA to upload methodology • Feb 21 – TEA contacts ESCs • Feb 28 – ESCs send comments back to TEA • March 4 – Results to LEAs that were validated

  22. Notes… • SNS methodology should be in place at time budget is board approved (except this year) • LEA should be able to back up / document methodology through general ledger • SNS Methodology is not about expenditures but about budget • Summary of Finance only shows STATE funds, no local

Notes… • Weighted allocations can be by campus type instead of student “type” or to categories (i.e. new technology and technology maintenance) • TEA will be looking for: • Consistency across LEA’s chosen methodology type • That funds are distributed equitably • Whether LEA can back up methodology in the general ledger

  24. Next Steps • Complete before January 14 • If need board approval, put it on the agenda • Be sure methodology matches general ledger • Identify any funds that are specific to a campus or grade span
