Enrollment and Transfer Policies • Background: • Governed by Board Rule 502 and Appendix C • Adopted in 1994 • Do not reflect current practices or realities of district operations • Describes zone schools at all grade levels • No provisions for school choice • Overlaps with more recent Board policies regarding homeless students, residency and tuition • Draft Policies: • Policies were mainly drafted to codify current district practices with strategic revisions. If they are implemented they will not require any major changes to current operations of schools or central office • Updated guidance and toolkits for district staff are being developed in conjunction with these policies

Policy Overview: Student Enrollment • JFB and JFB-RA Student Enrollment: Describes general procedures for enrollment of students first entering City Schools, or returning from another district or private school • Enrollment of pre-k and kindergarten students • Enrollment of students with disabilities • Immunization requirements • Charter school enrollment • Zone schools for elementary and (some) middle school students

Policy Overview: School Choice Processes and Entrance Criteria • JFBA and JFBA-RASchool Choice Process and Entrance Criteria: Describes centralized choice processes and entrance criteria requirements used to determine eligibility at certain schools • “Choice process” is any centrally controlled application process by which specific groups of students apply to and are assigned to schools • E.g.: Middle and High School Choice Process (for rising 5th and 8th graders); Closing Schools Choice Process (for students at closing schools); etc. • Lays out procedures and special considerations for choice processes. • Codifies current entrance criteria requirements as approved by Board: • Composite scores, performance based auditions, interviews

Policy Overview: Student Transfer • JFC and JFC-RA Student Transfer: Describes general procedures for students transferring from one City School to another • Includes limits on timing and number of transfers (with exceptions for safety, change of residence, etc.) • Provides for robust re-engagement of students who have previously dropped out or otherwise experienced a disruption in schooling • Codifies administrative transfer process

Policy Overview: Residency, Non-Residency and Tuition • JFA and JFA-RA Residency, Non-residency and Tuition: Describes definitions and procedures for determining residency and lays out procedures for charging tuition • Policy and regulations adopted in 2010 • Minor revisions made to reflect current organizational structure and office names • Dependent child tuition waivers are automatically approved upon confirmation of parent/guardian employment with City Schools

Policy Overview: State-Supervised Care and Informal Kinship Care • JFBB and JFBB-RA State-Supervised Care: Describes general procedures for enrollment and provision of educational services for students in state care • Enrollment is governed by federal law (Fostering Connections Act of 2008) • JFBC and JFBC-RA Informal Kinship Care: Describes general procedures for enrollment of students in Informal Kinship Care relationships • IKC allows family members to act in the place of the parent/guardian under certain narrowly defined circumstances • Governed by state law and COMAR

  9. Policy Overview: Student Withdrawal and Re-entry • JFD and JFD-RA Student Withdrawal– Describes current procedures for voluntary and involuntary withdrawals of students. Policy and administrative regulations closely track COMAR requirements and MSDE guidance • JFDA and JFDA-RA Student Re-Entry– Describes current procedures for re-entry of students into City Schools after a withdrawal. Policy and administrative regulations closely track COMAR requirements and MSDE guidance

Policy Overview: Rezoning • JCAA and JCAA-RA Redistricting – Lays out guiding principles and procedures for redrawing school zone boundaries • Redistricting will be guided by principles of school and student stability and efficient use of district resources • Changes that affect student distribution are subject to public comment
