The transit center is a result of a joint-development effort between the city, the transit agency, various business organizations, and property owners.     6. As a result of close collaboration with the City, the County, bicycle clubs, and various transit agencies, a design that reflected the communitys needs and goals was developed. The Girard Avenue interchange project is a major infrastructure rehabilitation project that includes goals of improving congestion and reconnecting the Delaware River to the neighborhoods of Philadelphia. The District and the City coordinated closely to ensure that pedestrians and bicyclists were considered and access to transitGirard Avenue Trolley were incorporated.     9. The Districts final design incorporated a multi-use path and future trail connection to the Alle-Kiski trail system. PennDOT plans to incorporate a combination sidewalk/bike path onto the rehabilitated Freeport Bridge to help connect the trails in Butler and Armstrong counties to those in Westmoreland County.
