  1. BACKGROUND – ORGANIZATION DGS&D - A Central Purchase Organization under Govt of India. • Headquartered at New Delhi with three regional purchase offices in Metros and 27 QA offices in major industrial towns. • Purchase directorates organized commodity wise to facilitate maintenance of data, market intelligence, technological advancement in product and processes • Quality Assurance offices located near users and industry to facilitate quick response • Technical and multi-disciplinary workforce including two Group “A” engineering services recruited thru UPSC • ISS (purchase) officers posted in other ministries to assist in procurement of exclusive item

Background – Role • DGS&D is engaged in diversified activity like- • Conclusion of Rate Contracts for over 270 product categories involving 30,000 items besides spares etc. • 6000 GOI users spread across the country. • Serves / facilitates over 10000 tenderers including 1837 DGS&D registered suppliers. • Pre-despatch inspection against DGS&D contracts and direct orders on request. • Formulate procurement policies and procedures. • Cargo clearance at major ports. • Provide consultancy in the procurement management. • Goods procured worth over Rs 6131 Crs. during 2010-11 • DGS&D provides single point contact for Govt. users and vendors/suppliers for procurement of commonly used goods

Fire fighting equipment & documents.

Room air conditioners, Evaporative air cooler . . Ballasts (Electromagnetic & Electronic) , Laminates electrical light fittings & Disaster Management.

Kitchen Equipment & Utensils.

  6. REGISTRATION WITH DGS&D • Registration with DGS&D is a process by which firms can get enlisted as an approved supplier to qualify for participation in DGS&D procurement programme. • DGS&D registers suppliers for specified items after verification of their technical capability, financial status and reliability as a supplier. • This registration is widely taken as a benchmark by other procurement agencies in India both in the State and Central sectors. • 20 Registration centers across the country deal with applications for registration on single window disposal basis.

  7. BENEFITS OF DGS&D REGISTRATION • 1. Rate contracts for Government purchases concluded with registered firms. • 2. Registered firms granted exemption from earnest money/security deposit. • 3. Tender enquiries are supplied free of cost to small-scale units. • 4. Issue of advanced tender notices to concerned registered firms.

Different Categories of Registration • INDIGENOUS ITEMS:- .Indian Manufacturers/Assemblers /Converters. .Authorized Agents/Distributors of registered Indian Manufacturers. .Stockiest of certain specified indigenous stores. • IMPORTED ITEMS:- . Foreign Manufacturers without Indian Agents . . Stockiest of imported stores. .Suppliers of imported stores.

QUALITY ASSURANCE WING • Quality Assurance Wing of DGS&D (Formally Known as Inspection Wing) is the Inspection Agency of the Govt. of India. • Consists of a team of professionally qualified experts, trained in India & abroad in various disciplines of engineering. • Renders inspection & technical services for Quality Assurance in procurement activities. • Technical arm of DGS&D providing complete support in purchase activity by laying down specifications, assessing the vendors, technical evaluation of bids & assuring quality of stores for their conformity. • It has 35 centres covering all industrial locations in the country. • Provides THIRD PARTY INSPECTION SERVICE for civil indentors.

QUALITY ASSURANCE WING • Quality Assurance of products at various stages of manufacture, commissioning & testing. • Preparation of technical specifications for tender enquiry & technical evaluation of bids. • Vendor assessment for placement of contracts and registration. • Testing & Evaluation of stores. • Failure investigation of stores. • Development of small scale industries and KVIC units. • Quality Audit of supplies at users end . • Provides single window service by giving information about DGS&D functions to the indentors & the industry. • Assisting BIS in preparation and updating of National Standards.

TECHNICAL TEXTILE Technical textiles are defined as textile materials and products manufactured primarily for their technical performance and functional properties, rather than their aesthetic or decorative characteristics. End uses include aerospace, industrial , marine, medical, military, safety and transport textiles, and geotextiles.

  12. TYPES OF TECHNICAL TEXTILES According to the end use, technical textiles can be divided into different categories. AGROTECH: These are the Agro-textiles, also known as Agrotex, that are used in agricultural applications releated to growing and harvesting of crops and animals. BUILDTECH: These are the Construction Textiles, also known as Buildtex, used in construction and architectural applications. Such fabrics as PVC coated high tenacity PES, teflon coated glass fiber fabrics are used in airports and hotels. CLOTHTECH: These are the clothing textiles, also known as clothtex. GEOTECH: These are the Geotextiles, also known as Geotex, which are woven, nonwoven and knit fabric used for many functions such as support, drainage and separation at or below ground level:

TYPES OF TECHNICAL TEXTILES HOMETECH: These are the Domestic Textiles, also known as Hometex, used in making of many home furnishing fabrics including carpet backings, curtains, wall coverings, etc. INDUTECH: These are the Industrial Textiles, also known as Indutex, used in different ways by many industries for activities such as separating, and purifying industrial products, cleaning gases. MEDTECH: These are the Medical Textiles, also known as Medtex. They include all the medical fabrics that are used in health and hygiene applications in both consumer and medical markets. MOBILTECH: These textiles, also known as Mobiltex, are used in transport industry, such as in construction of automobiles, railways ships etc. ECO TECH(OEKOTECH): These are the Eco-friendly Textiles, also known as oekotex or Ecotex. They are mostly used in environmental protection applications, floor sealing, erosion protection, air cleaning, prevention of water pollution, water cleaning, waste treatment/ recycling, depositing area construction.

  14. TYPES OF TECHNICAL TEXTILES PACKTECH: These are the packaging Textiles, also known as Packtex. Textiles have been used for packaging since ages. PROTECH: These are the Protective Textiles, also known as Protex, that are used in the manufacturing of protective clothing of different types. Protection against heat and radiation for fire fighter clothing, against molten metals for welders, for bullet proof jackets or for chemical protective clothing all depend on the use of protech. The protective textiles are made with the help of specialty fibers such as aramid fiber used in making of bullet proof jackets, glass fibers used in fire proof jackets etc. SPORTTECH: These are the sports Textiles, also known as sporttex, used mainly for making sports wear including sports shoes and other sports accessories.

Technical Textile Products Inspected By QA Wing of DGS&D • MEDITEX :- Surgical Gloves , Bandage cloth , Wool Cotton Obsorvant & Coir Mattresses. • BUILDTEX: - Cotton canvas tarpaulins , HDPE tarpaulins, Mats Door & Matting Coir. • HOMETEX:- Mosquito Net. • CLOTHTEX:- Shoes Canvas, Jungle Boots, P.C.Suiting ,shirting, Terry Towel, Blankets etc. • PACKTEX:- HDP Bags, B-twill Bags. • SPORTEX:- Tents, Sleeping Bags. • INDUTEX:- Ropes. • PROTEX:- High visibility Cloths, Mosquito Net fire retardant. • MOBILTEX:- Helmets, Webbing, Tyre & Tubes.
